OFFICE OF LEGISLATIVE COUNSEL
Saturday - 30 August 1975
1. 1 -1 LIAISON Talked with Mr. Philip Buchen,
Counsel to the President, by secure phone concerning our contacts with
our six committees on the President's finding of 10 August 1975. I read
him our Journal items which he said was a very good record of what we
have done. He asked that I LDX a copy of the items to him which I did.
I later called him back to emphasize that the notifications merely stated
that we had a new finding and that there were no discussions of the nature
of the finding or the country involved. He asked if there were any precedents
before the current situation where we had a new finding and the Congress
was in recess. I said I was not aware of one. OGC, had, 25X1
on 29 August 1975, LDX'd several pages of opinion on this 25X1
matter. )
