5. (Internal Use Only - LLM) LIAISON Guy McConnell,
Senate Appropriations Committee staff, called in connection with the
stories in the paper today that the 40 Committee had had no meetings
during the period 1972 through 1974 and said he had been instructed to
find out the facts. I said that I believe that the lack of meetings is
essentially correct but that the real point is whether the actions were
coordinated, and they were, through papers, phone calls, and supporting
staff procedures. McConnell said that they would like to have a letter
from the Director on this. will follow-up. STAT
6. (Internal Use Only - LLM) LEGISLATION Sheridan Brinley,
AID, called acknowledging receipt of the points paper we had sent to
him last night for use in the Senate Foreign Relations Committee
backup book in connection with the McGovern amendment, 11-959 to
H. R. 9005. He indicated he would use a great majority of it except
for the separation of powers argument. I said I could appreciate the
political expediency in doing this but as a matter of principle it is the
soundest and strongest argument
7. (Internal Use Only - LLM) LIAISON Tina Ingram, Staff
Director, Subcommittee on Government Information & Individual Rights,
House Government Operations Committee, called prior to our session STAT
scheduled for 1:30 p.m. today to ask if we would be bringing with us
the reports prepared by s a result of his periodic
review of the Warren Commission material in the possession of the Archives.
After checking with C/Services Staff, I informed Ingram STAT
that there were no reports but rather letters to the Archivist and we had
authorized the Archivist to send two of those .letters to the Subcommittee.
Later, in the company of fri.et with Ingram, Bill STAT
Florence, of the Subcommittee staff, and Donovan Gay, of the l'il
q Con~resG to discuss the guidelines used by the Agency in connection with
thedeclassification of information, particularly the Warren Commission
information. The session went very well and Ingram said he would send
us a letter covering the follow-ups from the session. Mr. Florence
seemed to be primarily interested in the mechanism. and laws relating to
the Freedom of Information Act. Mr. Donovan, who apparently has
reviewed much of the Warren Commission holdings in the Archives, was
basically interested in whether we would use the national security "excuse"
for non. dl !classificatio.n. Mr. Ingram. scorn.ed. to be interested in assuring
that the rr aterial we were reviewing for declassification included material
which may have developed subsequent to the Warren Cor in1ission investi-
gation and especially any material provided the Rockefeller Cornl:nissioil.
Ingram mmintains that there were four not three periodic reviews and reports
to the Archives. will check to see if there wa's a let#;c,r to
the Archiv s in 1970.

of the staff, who was temporarily out of his office at the time.

Messrs. William. Nelson, DDO, Paul Walsh, AUDI, andi
OCI, to a bi-weekly briefing of the Special Subcommittee on Intelligence,
