ADMINISTRATIVE Received a call from Wes Clark, White House staff, who is currently working for John 0. Marsh, Counsellor to the President. He said Marsh had received m-ny note with the .attached exchange of correspondence with Representative Bella .Abzug (D. , N. Y regarding information she has demanded concerning our files on the case. Clark asked me to review the background on this situation which I provided him. He said he wanted to talk with Jack Marsh about it, but: a.ls,-) suggested that we stay in close touch with Steve Blacl hurst, in the Department of Justice, who was keeping on top of cases like this. I told him I would ask OGC to do this. Clark was very strong on the position that the agreement worked out with Representative Otis '.Pike's (D. , N. Y. ) Committee for the transmittal and handlingiof classified documents was applicable only to the Pike Committee. I told him I understood and added that we had 1i-made our offer to Mrs. Abzug and felt that we had to remain with that position,, although we proposed to check with a number of people, including Representative Jack Brooks (D. , Texas), on this position. 7. ADMINISTRATIVE Lewis hunter, of GAO, called to say that the International Division of GAO has a program which he identified as the "Quick Cognizance Studies Program, " in which members of GAO prepare studies on the basis of their own research and information obtained in field contacts with U. S. personnel. He said they were currently sending two men (Bob Brady and an unidentified individual) to S gain for the study of that country and wondered if we could arrange a briefing for them in view of their departure this weekend. Hunter and I talked this natter over at some length, and I stressed the fact that we had no intention of getting into any operational information with these representatives, nor would we be a party to a transmittal of intelligence findings to the Congress or elsewhere through third parties (like the GAO). He indicated that he understood t:Thew ground rules and said the information in these studies is retained in GAO for their own background purposes in planning and programming. I took this up with who will provide a briefing and will also clear it with the Director and the DDO.
