Committee, and picked up three transcripts which he wanted to return

2. INTELLIGENCE BRIEFING I dropped
off with Rick Gilmore, on the staff of the Subcommittee on Multinational
Corporations, Senate Foreign Relations Committee, the paper on Soviet
grain prepared by OCI, as well as additions to Gilmore's
list of people to visit on his upcoming trip to the Soviet Union and bio
information thereon. I confirmed our briefing arrangements for Senator
Dick Clark (D. , Iowa) for 2:00 p. m. , Friday, 14 November 1975.

to Senator Dewey F. Bartlett (R. , Okla. ), for the Senator as requested
by Mr. George Cary.

Appropriations Committee, and showed him. a letter to Representative
John J. McFall (D. , Calif. ) regarding a constituent's inquiry on

He said he had no problem with the letter.
Delivered to Frank Young, on the staff of Representative McFall,
a letter to the Representative answering a constituent's inquiry regarding
CIA rela.tiotos with Young said it. was nice
to know that constituent inquiries forwarded to CIA receive proper con-
sideration. He said that when he was a summer intern at CIA he got the
impression that constituent inquiries were not. given much attention. I
assured hire that this was not the case ~,.nd that we do all we can to look
into the background of any inquiry and f-:)rward all information possible,

Washington, D. C. , who is a
student at George Washington University. She is doing a paper on
congressional oversight of the CIA. and wanted to know if we had any
information that we could send her on oversight. A package of
unclassified information was prepared and forwarded to her.
7, I I BRIEFINGS Messrs. Duckett, Stevens,
and I appeared before a joint meeting of the Kennedy Subcommittees
on health (of Labor and Public Welfare Committee) and Administrative
Practice and Procedure (of Judiciary Committee) to testify on the Agency
drug programs and our position on S. 2515. See Memo for Record,
g, LIAISON Received a call. from Chuck
Snodgrass, House Appropriations Committee staff, who said he would like
to talk with someone on the subject of "net assessment': I told hire I was
not an authority on this subject but knew at one time that the net assessment
function was handled by a group within the NSC staff. However, I said. I
would check on this and let him know who he should contact,

Americ i,that it was favorable and for us to go ahead. I-logan asked if a
portion of the financing of the sale was still going to be handled by the
acceptance of a note. I told him my last information was that it would be
and he said this was fine since GAO had also approved the arrangement
with that provision in it.

10. LIAISON Called Stanley Swan,
in the Portland, Oregon district ot.t ice of Representative Robert B. Duncan
(D. , Ore. ), in connection with his request for assistance in locating

Swan that had worked for Air America up until 30 June 1974,
when he was terminated in Vientiane. He remained in. Vientiane.
with the organization which took over the airport facilities while he
had worked on the fire brigade. I told Swan that there was no further
information as to his whereabouts. I provided him with the name and
address of the personnel director of Air America should he desire
further information.
11. ILIAISON Frank Slatinshek, Chief CounSC15X1
House Armed Services Committee, called with an urgent request. He said
the House Ethics Committee considering the charges against\
has raised a question of.whether the Sub-
committee session when Mr. Colby gave his testimony was in fact a duly
constituted committee meeting. Slatinshek said it was, therefore, important
that they get a letter from the Director stating that the testimony he gave to
the Committee in that session was classified, that the transcript was classified
on instructions from the Agency and that transcript was still considered to
be classified. I told him we would prepare such a letter and. get. it to hint
as soon as possible, although the Director would be testifying all morning
before the Senate Foreign Relations Committee.
Later in the day, Slatinshek called to advise that the Ethics Committee
on the basis that25X1
had decided not to pursue the charge
the meeting at which the briefing was given was not a. duly constituted Sub-
committee meeting under the Rules of the House (i.. e. not a quorum of
members were present). Therefore, Slatinshek has no need for the
Director's letter.
I dropped by to see Slatinshek and told him. I was leaving the Dire C1's
letter with him in any event and at that point Slatinshek said he would put it
in his file since the issue may be reopened. It is clear from all of the
above that the Ethics Committee completely ignored the fact tha
made an unauthorized disclosure of the contents of a classified docunment.

Assistant to Representative John 13. Anderson (R., Ill.), called on
behalf of a constituent interested in following developments in
Southeast Asia and I referred him to the National Technical Information
Service, of the Department of Commerce. It was also suggested that
Masterson determine from their dissemination branch whether a
depository library in the constituent's vicinity had subscribed to the
FBIS area book in question.

Senate Government Operations Committee, called and said he can't
wait for the briefing on Mexican heroin trafficking until later in the

6. I I BRIEFING Roger Majak,
Consultant, 5u committee on International Trade & Commerce, House
International Relations Committee, called to further discuss arrangements
for today's briefing of the Subcommittee on the Arab Boycott Conference
and everything seems to be in order.

C, to a meeting with Chairman Jack Brooks,
House Government Operations Committee, (Bill Jones, General Counsel
of the Committee, sat in) to review the serious consideration of an offer
from a commercial bidder to purchase the remaining aircraft and spare
parts of Air America. It was explained that wehad touched all bases;
committees of Congress, GSA, and GAO, and after a. briefing on the
details by Mr.II Chairman Brooks said it made sense for us to
go through with the negotiations but urged to see if we could negotiate
the price up somewhat if we could which he thought we should be able to do,
("At least it is worth a try. ").

I-louse Armed , ervices ommittce, to advise him that we had touched
base with Chairman Jack Brooks, House Government Operations
Committee, on the proposed sale of the remaining assn of Air
America and he had no objection. Hogan said he would push GAO to
e - zcir written report in to them and told us not to sign anything
until Chairman Lucien :Nedi (D., Mich.) has received the written
report. was advised.
BRIEFING In response to Alan
Romberg's, in the office of Representative David Obey (D., Wis.), call
arrangements were made to brief Representatives Obey, J. Edward
Roush (D., Ind.), Joseph Early (D. , Mass. ), Edward Koch (D, , N. Y. ),
and pas' ibly Clarence Long (D. , Md.) on the Middle East at 0800 25X1A
hours on Thursday, 6 November in room 208 Cannon House Office 25X1A
Building. Romberg agreed that no staff would be present under the
groundrules I laid out.
In lieu of
office, will be the principal briefer.
11.1 ILIAISON Called Tim Ingram,
Staff Director, u committee on Government Information & Individual.
Rights, House Government Operations Committee, in follow-up of
Mr. C/Services Staff, session with him last Friday,
and straightened out the number of periodic reviews of the Warren
Commission material which were the subject of letters from the Agency
to the Archivist and that three of the four letters are en route to Ingram
via the National Archives and we are reviewing the fourth letter prior
to transmittal.
