Dear Mr. Chairman:
22 July 1965
During the course of my appearance before your Committee
on Foreign Relations on Monday, 19 July 1965, 1 undertook to
provide your Committee certain additional information or clarification
of the record. The memorandum forwarded herewith is provided for
the record and covers the points involved, except for a memorandum
on communist training requested by Senator Mundt which is in
preparation and will be submitted separately.
The document tabled at your hearing entitled "Comnutnism
in the Dominican Republic" is a particularly interesting one and
as you recall we have left a copy with your secretariat for the benefit
of the members of the Committee should they care to learn more
about the participation of the Communists in the recent troubles in
the Dominican Republic.

Senator Aiken was also interested in the activities of
can Republic. The San Cristobal Arms

w-as established by Trujillo and is presently Under the Control of
General Imbert's government. As of February 1965 the factory
was reportedly in operation and producing . 38 caliber revolvers
and an undetermined omeunt of ammunition. The rebel leaders
of l5 July charged that it was being dismantled and that the throe
colonels in, charge were selling its a ,aehinery at scandalous
prices for personal gain. The broadcast said that all work at
the armory had been suspended std all workers fired. At the

3. The Director submitted, for the Committee's records,
a classified document on Communism in the Dominican Republic.
In coon with this paper, it is important to not* that the
account of events Lot the section of this payer entitled the rebellion
is a reconstruction of developments based on reports which is some
cases were received some time after the fact due to delays
necessitated by security of communications and the chaotic situa-
tion prevailing. (See page 411 of the transcript. )
4. Senator it ndt reziuested a paper on typical c*rnmunist
training wf such communists as were identified as active on the
rebel side. A paper on this subject is being prepared and will be
submitted separately for the Comxxeittee's records. (See page 414
of the transcript.)
5. Senator McCarthy asked for the number of people killed
in the Dominican crisis. The Director replied as to the 22 military
fatalities. The actual figures of U. S. military casualties are 25
killed and 160 wounded. As to the number of Dominicans killed,
the only figure that could be provided is an educated guess at beat
and it ranges between 1, 000 and 800. (See page 431 of the
transcript. )
