Per arrangements made by Mr. Cary, delivered a copy of the Soviet Agriculture Atlas and the Agency publication entitled "Potential Implications of Trends in World Population, Food Produc- tion and Climate" to the office of Representative John Breckinridge (D., Ky..), 9. Delivered a letter from Mr. Cary marked "Personal and Confidential, " to Representative Paul N. McCloskey, Jr. (R., Calif.). Also left a copy of the Agency publication entitled "Potential Implications of Trends in World Population, Food Production and Climate. " 10. Delivered to the office of Representative Thomas J. Downey (D., N. Y.) two copies of the Soviet Agriculture Atlas per their request. 11. Gave to Ann Eppard, Executive Assistant to Representative E. G. Shuster (R. , Pa. ), a proposed floor statement as to the harm caused by disclosures on a sensitive project. The floor statement was prepared byl Ms. Eppard asked that we 25X1A include the specific damage to the project. I indicated that this might be too sensitive for public disclosure, however, I would check and call her back. 12. Met with John L. Swigert, Jr. , Executive Director, House Committee on Science and Astronautics, and tentatively arranged for members of the Committee to speak before the DDS&T group on 17 April 1975 from 1:30 p. m, on. We will get back together later for final arrangements. The copy was requested by Ambassador Helms. 14. George Hallanan, in the office of Representative Robert McEwen, called to say a constituent has raised a question with the Congressman as to the cost of the submarine program. I told I-Iall.ana.n that the Agency was making no comment on this matter but there were several public statements by members of Congress that he might find useful. I told him we would get him references to these. 7. Called Ursula Culver, Appointment Secretary to Senator Hubert Humphrey, by way of follow up to the Senator's expression of interest in a briefing on Portugal. She said the Senator would be out of the city until Wednesday but it might be arranged then. She will check and let me know. 8. Received a call from Ken Davis, in the office of Senator Hugh Scott, requesting another copy of the China Atlas. will deliver a copy. 9. Accompanied 25X1 OCI, to a debriefing of Representative Edward Derwin.ski covering his recent trip to Yugoslavia to a Parliamentary Conference. See Memo for Record. 10. Received a call from Senator John Stennis who asked if we would expedite the special clearances forE _j a 25X1 former member of the Senate Preparedness Subcommittee staff who is now doing special work for Stennis on the full Senate Armed Services Committee staff. Received a call from. Jim Calloway, Senate Appropriations Committee staff, who asked when the sensitive _ project started and how much money was spent prior to August 1972. I told him it started in FY 1970. Calloway asked how much money was spent prior to Chairman McClellan taking over in August of 1972. who was also on the phone, said there was a paper coming up to Calloway which contained all this information. Calloway asked for it over the phone and read it to him. 23. Angus Thuermer called and said he received a call from Gerry Yenevitz, of Access MaEazin.e, referring to ~~ ~asn 7,,rl5ria+.. Constitutional Rights Subcommittee report, pages 2910 to 2915, entitled "Federal Data Banks and Constitutional Rights. " Yenevitz wanted to know why CIA. was putting information Into FCC data banks. I told him we would get a copy of the document and look into it. 24. Don Lynch, Senate Armed Services Committee staff, called and said he needed information on Soviet ocean surveillance. capabilities. He said he wanted to know how effective they are in keeping track of our ships, etc. , what means do they have for doing that-.-satellites or what. He said he did not think that was necessary. I told him the Director will not be making any statement on this. 9. I I Called Frank Slatinshek, Chief Counsel, House Armed Services Committee, and alerted him to the articles in Saturday's and today's NIDs on SALT and Vietnam respectively. Slatinshek asked how the Director was holding up under all the pressures. I said he was doing well but I was sure he was a little frustrated, especially over such articles as the Reston article this morning. Slatinshek said it upset: him to see these things happen to Mr. Colby. He said Mr., Colby is the "most conscientious man" he ever knew, that he is "dedicated" and that what these people are talking about is history--it didn't happen on Mr. Colby's watch. He cannot understand why they hang it all on him. He said the only thing Mr. Colby could possibly be criticized for is he is too frank and candid and outgoing. He said he admires Mr. Colby very much and he thinks he is tougher than most people realize. 10. Called Ralph Preston, House Appropriations Committee staff, and alerted him to the articles in Saturday's and today's NIDs on SALT and Vietnam respectively. He thanked me and said he would get them right away. 11. Dale De Haan, Counsel, Subcommittee on Refugees and Escapees, Tudi-ciarv ttee called and said he had just returned from a six week trip through Africa and ou Asia. He said he saw a reference to today's paper to a report "Potential Implications of Trends in. World Population, Food Production and Climate. " He said he would like to have a copy as it would fit in with the study the Subcommittee is doing. He also said he would like to talk t s e of our people about the trip. In regard to his earlier request, called Jim Davidson, on the staff of the Subcommittee on Intergovernmental Relations, Senate Government Operations Committee, to confirm that an exhaustive search failed to reveal the existence of any 25X1 agreement" between the FBI and CIA which was written in 1948. 1 referred him to a classified FBI memorandum dated 7 February 1966 prescribing the scope of CIA's activities in the United States. Davidson said he will. request the document from the FBI. He explained that the Subcommittee needs this material in connection with their study to determine the juris- diction of agencies within the intelligence community and the congressional oversight which was initiated in the closing days of the 93rd Congress. With the establishment of the Senate Select Committee to Study Governmental Operations with Respect to Intelligence Activities, however, no hearings will be held, though the study will be continued and coordinated with the Select Committee. Davidson added that he works closely with Bill Miller, the Staff Director. Davidson said he would be back in touch with us and would furnish us copies of any correspondence with the FBI.' STATOTHR Marc Ginsberg, Staff Assistant, Juu__ i.c' called and asked if we had any in ormation concerning of New York City who had visited Laos as a, tourist in September 1974 and was captured by the Pathet Lao forces. According to Ginsberg, he was then on a boat with an Australian and an AID official. After checking with I called Ginsberg back and told him the Agency was aware of the circumstances but the only information. we have has been provided by the State Department and I suggested he check with them. He said he would contact Sam Goldberg, Legislative Liaison at State, as well as someone in AID. 15. Received a call from David Batt, Administrative Assistant to Representative Joe D. Waggon.ner, Jr.. (D. , La. ), who wanted to report that the Representative was again in receipt of another letter from concerning her appeal of the Agency's settle xxenf: of her claim for damaged household goods.
