9. INTELLIGENCE., BRIEFING
Talked to Lewis Hunter, GAO, in response to his call yesterday and told
him that I had made arrangements for Bob Brady, of his staff, to corne to
the Agency for a briefing t 4:00 p.m, this afternoon. I. z eiterated
that this briefing should be for GAO's background purposes only and also
that neither at Headquarters or in the field would we discuss Agency operations
with Brady. Hunter said he understood completely and would be, sure that

11. LIAISON The Director called and
advised me of a call he had received from Chairman George H. Mahon
(D., Texas), House Appropriations Committee, in which he noted with some
concern remarks made by Representative Edward I. Koch (D. , N. Y.),
during the debate yesterday on the Giahno amendment (for an open
intelligence budget) to the Defense Appropriations bill. More importantly,
the Chairman asked the Director if we could give him a list of the most
serious allegations that have been made against the Agency and resp,?nses to
those allegations in a question and answer format. I told the Director we
would prepare such a paper.
12. LIAISON Tallied with Bill Sin-ipson, of Senator
James Eastlan 's D. , Miss, staff, and confirmed arrangements for the
8:30 a. m. breakfast meeting of the Chairmen's Representative Organization
tomorrow which Carl Duckett and I will attend. 25X1
25X1 13. LIAISON Called Mildred Ward, Senator
John Stennis' (D., Miss.) office, and asked if the Senator would be
available for the weekly briefing by Mr. George Cary and

we are scheduled for next Friday.

14. LEGISLATION Doug Lea, Counsel,,
u zay=Subcommittee on Constitutional Rights, called and asked if I would
come down in the next: few days to discuss with him and other staff people the
Agency's problems with pending criminal justice information legislation. We
arranged for a meeting on Monday, October 6. He also asked if he could obtain
several more copies of Where's What. He asked finally if the Agency had
decided on whether to provide a witness to the hearings on the electronic
surveillance technology being held by Senator John Tiunney (D. , Calif. ). I
told him that our position was the same as it had been when he had talked to
Iseveral months ago.

Senate Committee on Aeronautical and Space Sciences, and arranged for a

at Headquarters to be given by , OWI. Time was set. for 10:30 a. m.

Clement J. Zablocki. (D., Wis.) information concerning the need for
secrecy in matters related to intelligence in connection with the
Giaitno amendment to the Defense Appropriations bill to be considered
on the floor later today.
10. LIAISON Attempted without success to
contact: Los Janka, NSC staff, to bring him up-to-date on our session with
Richard Perle, Permanent Subcommittee on Investigations, Senate
Government Operations Committee, on the 11 February 1975 transcript
before the Arms Control Subcommittee of Senate Armed Services.
11, ADMINISTRATIVE DELIVERY Met: with
Kathy Henderson, on the staff of the Labor 1? cc Welfare Subcommittee
on Health of the Sp-uate, and received from her, a letter from Senator
Edward M. Kennedy (D., Mass. ) to the Director. I also delivered C
item to Senator Kennedy's personal office.
