Page 4 In response to her call, advised Lath Wagner, in the office of Senator Bob Packwood, that application was turned down because we had no opening for her, Ms. Wagner thanked me for the information. 15. 1 1 Called Jack Marsh, Counsellor to the ,President, regarding his call on Thursday about Chairman George Mahon`s,, 25X1A House Appropriations Committee, concern over the appointment of the weekend and wanted to try to get in touch with Mahon to explain the situation to him but I wanted to be sure this didn't cross any of his channels. Marsh said he had no problems with my contacting Mahon in fact he encouraged. me to do so. I also talked to Bob Wolthuis, of the White House staff, who had received 25X1A the call from Mahon and told him I.was going to try to get throe h to Mahon to explain the circumstances surrounding the appointment of Ilas special counsel. 16. I I Called Charles Meissner, of the -Senate Foreign R a ' on Multinational Corporations sta , an 25X1A arranged, per his request, fora meeting here at Headquarters for. Meissner with Meissner said that John B. Henry, of the Subcommittee staff, would accompany him. The meeting is Monday, 14 July at 10:30 a. m. Meissner wishes to discuss petroleum and U. S. foreign policy in the Middle East. 25X1A 17. I 1 Discussed with Clark McFadden, General Counsel, Senate Armed Services Committee, the appointment- of 25X1A 1 as special counsel. 18. I I Called Robert Bor, Counsel., House Agriculture Committee to find out which room our sugar briefing scheduled for July 9 would be held. He told me that he had decided on room 1301 in. I Received a call from Jack Marsh, Counsellor to the President for Legislative Affairs, who said that Representative George H. Mahon (D., Tex.) had contacted the White House and expressed opposition to the Agency's appointment of as special counsel. Marsh was interested in my reaction to Mahon's attitude and asked whether anyone had alerted the White House on this matter in advance. I gave Marsh my rationale for Mr. Mahon's position, which is based on pressure I believe he is receiving from certain members of the Defense Appropriations Subcommittee, and I advised him that the matter of a special counsel had been discussed in advance with Philip Buchen, Counsel to the President, an had talked with Buchen this morning ab t th l ou e se ection o.f~ and Buchen had indicated he thought was a good choice. Marsh thanked me for this information. He said this was probably a matter that would receive the attention of the President. 18. I Mr. Duckett called to advise me of the contact made with him by General Don Johnson, Director, Defense Nuclear Agency, concerning Duckett's testimony before Senator William Pr.oxE1B (D. , Wis.) Appropriations Subcommittee regarding the Soyuz /Apollo flight. General Johnson told Duckett that he was in agreement With Thick statement as released by Senator Proxmire and that he intends to contact George Lowe, Deputy Director of NASA about the danger of proceeding with the flight while the present Soviet spacecraft is in orbit. Mr. Duckett merely wanted to alert me to these facts. 25X1 25X1 Subcommittee on Multinational ' Corporations, for i.n. o' rmat on on political couneciion witn a request they had received from the Senate Foreign R payments in Korea by Brown said that the responsi3l51 State official wanted to know what in ormation the Agency possessed and said he had been told by Agency officials that they would not respond without a written request from State. In response to my question, Brown said the Senate Foreign Relations Subcommittee on Multinational Corporations' request was limited to State information and on that basis, I- recommended that State's response be limited to that request, explaining that we had met with the Subcommittee staff on this subject; that as a matter of policy, we prefer to deal directly with the requester and the Subcommittee is aware that U. S. corporations are outside of our general charter and any substantial information we have incidentally collected is referred to the appropriate departments or agencies. Called Clark McFadden, General Counsel , Senate Armed Services Committee, regarding Senator Dewey Bartlett's trip to Somalia and raised with McFadden the possibility of our briefing Bartlett before he departed. McFadden said the Senator was leaving at 1:00 p. m. this afternoon, that the material we had given him (McFadden) which in turn had been made available to the Senator, plus the briefings he had received from DIA, McFadden thought would give the Senator all he needed. 16. I I Met with Representative Clarence Brown (R., Ohio) and we discussed his interest in pursuing the question of Capitol Hill as a target for foreign intelligence services. He agreed with me that this was outside our domain and he will contact Director Clarence Kelley, FBI, on this matter. Commission, to inquire about the Commission's position on the numerous bills introduced to require Federal employees to file financial statements with the Comptroller General.
