Wednesday - 3 September 1975
1. LIAISON Called John O. Marsh, Counsellor
to the President, to alert him to the fact we were taking to the Hill today
the new format of the Intelligence Check List for Congress and I explained
to him a little of the background that caused us to establish this publication.
I also offered to put Marsh on distribution for a copy of the document if he
wished. Marsh said the idea sounded good to him and said he would,
indeed, like to be put on distribution.
2. LIAISON OCI, and I met
with Clark McFadden (General Counsel of the Senate Armed Services
Committee), Pat Holt (Staff Director of the Senate Foreign Relations-
Ralph Preston and Charles Snodgrass (staff of the House
Appropriations Defense Subcommittee), Frank Slatinshek (Chief Counsel
of the House Armed Services Committee), and Guy McConnell. (Clerk of
the Senate Appropriations Committee) and briefed them on the arrangements
made for the publication of the Intelligence Check List for Congress, and to
deliver to them a letter from the Director to the Chairmen of the respective
Committees concerning this publication and to provide them. with their
initial copy. See Memo for the Record.
3. LIAISON In our meeting with Clark
McFadden, General Counsel, Senate Armed Services Committee, this
morning, he said he and Ed Braswell, Counsel, would like us to keep
them informed on briefings which we provide various members of the Senate
on topics which may be controversial on the Hill especially on subjects such
as SALT. I mentioned that we normally advise him or Braswell in any such
instances but we would be especially alert to this in view of his request.
McFadden also mentioned that he would be taking up the subject of
the malpractice legislation very shortly and he was hopeful that he could
do something by way of including the Agency in this legislation. I told him
we had prepared some back-up material on this and we would be getting
it to him in the next day or two.

25X1 6. LIAISON During our meeting with Guy McConnell,
25X1A Clerk, Senate Appropriations Committee, I talked with him about coming
25X1A out to the Agency for briefings on SIGINT
and to see the film of Carl Duckett's project in which he had
expressed interest. McConnell said he would like to do this soon. but would
have to put it off for awhile in view of the press of other matters. He did
comment, however, he thought the Director should mention the film. to the
Subcommittee when he meets with them on Friday since some of the member. s,
especially Senator Milton Young, might like to see this film also.
7. LIAISON Called Phil Buchen, Counsel to
the President, and reviewed with him our procedures and some of the
significant aspects of the legislative history of Section 662 of the Foreign
Assistance Act of 1961, as amended. See Memo for Record.
LIAIS ON Elly Vogt:mann, staff of the
mitto&1 called and said the Senate Select
Committee has asked them for the transcript of Mr. Helms' testimony
of 28 October 1969 on Laos. I told her I would send the transcript to her
tomorrow for her transmittal to the Select Committee.
9. INTELLIGENCE BRIEFING Lewis Gulick,
staff consultant, House International Relations Committee, called to thank
the Agency for the briefing which gave to
several staff members of the Committee on Tuesday, 26 August.
10. LEGISLATION Called Chris Aughney, OMB,
to inquire about the status of the proposed garnishment: legislation. She said
OMB has received requests from CIA, DOD, and IIEW for authority to pro-
mulgate their own regulations implementing the garnishment section of the
Social Security Act. She indicated OMB was not favorably disposed to granting
any separate authority, but that no final decision had been made.

13. LIAISON Charles Snodgrass, Defense
Subcommittee, House Appropriations Committee staff, called concerning
the material that was sent to Ralph Preston, Staff Assistant, regarding
Mr. Helms' testimony on Chile and asked if he could have the full
transcripts and another set of the excerpts.
In response to my observation that he had con-innitted himself to
another session with Snodgrass said he was very much
interested in arranging this and would let us know when he was available.

14. LIAISON Called Mike Hornblow, NSC
staff, and reviewed my several conversations with Mike Oppenheimer, GAO,
who is requesting CIA documents on the Ma a uez incident. Hornblow
confirmed my understanding that NSC was channeling all Executive Branch
information to GAO limited to that already provided to the Congress.
15. EMPLOYMENT REQUESTS George Glenn.

1. LEGISLATION Received a call from
George Gilbert, OMB, who has approved our comments on H. R. 628
and our comments on H. R. 1532, subject to a minor change.
2. LEGISLATION Called Frank Sullivan,
staff member of the Senate Armed Services Committee, regarding the bill:
before the Committee protecting ..armed services doctors from malpractice
suits. Sullivan said Clark McFadden, Counsel to Senate Armed Services
Committee, would be handling these bills. McFadden was uncertain on
the scope and timetable of the Committee's efforts on the bills, saying they
may decide to hold hearings. At any rate, he is receptive to the Agency's
proposed amendments and agreed to meet me later this week to discuss them.
3. LIAISON Guy McConnell, Senate Appro-
priations Defense Subcommittee staff member, called and asked for suggested
dates for the Director to come before the Intelligence Operations Subcoil-mrn:itt:ee
for a world wrapup briefing and a briefing on the latest Presidential finding
under the Foreign Assistance Act. We suggested Friday at 10:00 a. m. and he
later called back and confirmed this time.
4. LIAISON In response to the message I left
for him during the recess, Pat Holt, Chief of Staff of Senate Foreign Relation:;
Coor mites called and we arranged for the Director to brief Chairman John
Sparkman (D. , Ala.) and Senator Clifford P. Case (R. , N. J. ) on the latest:
Presidential finding under the Foreign Assistance Act, 1.0 September at
2:30 p.m.
5. FAA The Director advised me that Phil Buchen,
Counsel to the President, had asked that in the future the Director advise the
President of the covert action briefings of congressional com.7.n.ittees. He
also asked that we submit a recap of the briefings fro-,n I January 1975 to
date. The reports to the President should include the name of the committee
briefed, the date of the briefing, the names of the mexnbers present and any
significant comments made by the members regarding the Director's briefing.
