4. Met with Herb Roback, Staff Director, House
Government Operations Committee, and told him that although we had nothing
that b ublished as yet, the purchaser has agreed to withdraw his
action nd to relinquish his certificates which should preclude any
contemp ated legal action on the part of the intervenors. Roback feels that
this is good. He asked that I keep him advised since he has been getting
frequent questions. He noted, in passing, that the Howard Hunt testimony
before the Senate yesterday and questioning by the members would seem to
reimplicate the Agency anew in the minds of many. It is his opinion that
this is somewhat unfortunate.
5. Met with Ralph Preston, House Appropriations
Committee staff, who told me that the Committee schedule is shaping up
and he would like to reserve 9 and 10 October for the Director's presentation
of the community and CIA budgets. In brief, he told me he will restrict the
questions prepared for members to allow full utilization of the time for
presentation by Mr. Colby if he so desires. In this manner it might be
possible to complete the intelligence community briefing in the morning of
the 9th and the Agency briefing during the afternoon. He does want to
reserve the 10th, however, for possible spillover. Preston requested a
copy of the two presentations, community and CIA, for his review by the
3rd of October. Charles Briggs, OPPB, andi IC, have 25X1A
been advised.
I brought Preston up-to-date on the Senate session on the De en
bill and briefed him on Soviet renovation of a SS-7 launch site and Turkish
arrest of a Palestinian.
6. Met with Marian Czarnecki, Chief of Staff,
House Foreign Affairs Committee, concerning the request from Mike Finley,
Inter-American Affairs Subcommittee staff, for a briefing for the full Corn-
mitte and told him that we could not provide
such a brie ling. Czarnecki asked that this discussion concerning briefing for
the House Committee be considered informal and off-the-record for the
present, He then noted that some way must be found to avoid embarrassment
for the Director, Chairman Morgan, of the full Committee, and Chairman
Fascell, of the Subcommittee, in a context where Senator Mansfield and the
Senate Foreign Relations Committee are pressing for a similar briefing.
I made no comment concerning the Senate. After some discussion Czarnecki
agreed that an intelligence briefing in executive session might be a feasible
alternative with the understanding that the question would be raised during the
briefing 25X1

7. Met with Chairman Lucien Nedzi, Intelligence
Subcommittee, House Armed Services Committee, and brought him up-to-date
for his information on Southern Air Transport and the Senate session on the
Defense bil reviewed with him the House Foreign Affairs Committee request
for briefin In brief, Nedzi agreed that we

8. Called Ed Braswell, Chief Counsel, Senate
Armed Services Committee, to say that the Director is anxious to talk to
Chairman Stennis as soon as convenient regarding hearings on our legislation
and also regarding our appearing before the Foreign Relations Committee on
Chile, etc. Braswell said that Stennis was preoccupied with the Trident
debate and the trial of his assailants this week and it might not be easy to
see him immediately but suggested I call his personal secretary Mildred Ward.
Called Mildred Ward and left word with her of the Director's desire
to see the Senator as soon as convenient. She said she will let us know and
indicated she would try to work it in this week.
9. Made arrangements with Dorothy Fosdick,
Senate Permanent Subcommittee on Investigations staff; Darrell St. Claire,
Assistant Secretary to the Secretary of the Senate; and William H. Wannall,
Senate Sergeant at Arms, for the handling of classified charts to be used by
Senator Henry Jackson in a secret session briefing of the Senate on Soviet
weapons programs and for members of the Office of Security to conduct audio
surveillance of the Senate Chamber during the secret session. Mr. Duckett
and I then remained in the Vice President's office off the Senate reception room
during the session. At the conclusion of the secret session the charts were
collected and returned to Headquarters. I have called Messrs. Wannall and
St. Claire and thanked them for the exceptional assistance and courtesy extended
I received assurances from St. Claire, Wannall, and Fosdick that the
transcript of the secret session would receive special handling and be turned
over to the Armed Services Committee.
