SUBJECT: Office of Strategic Services (OSS)
Motion Pictures
1. Yesterdays land I completed the classification review of
14 films believed to have been created for or by the OSS. Most had apparently
eluded the classification review conducted under the auspices of the Strategic
Services Unit (SSU) during the early 1970s. One hundred and sixty-four reels,
which had been declassified or found not to contain Agency classification
equities, were offered to the National Archives. I carried out the transfer on
6 August 1975 in my capacity as Chief of the Agency Archives.
2. One of the flicks that and I reviewed turned out to be
a copy of Burma Butterfies (B60'38), one of the films that had been accessioned
by the National Archives. Two proved not to be OSS documents, they having been
created during the 1950s. The following, listed by OCR film title number with
our classification review decisions, are OSS records:

3. In my opinion, these films retain no value to the Agency as active nor
semi-active records. In fact, they, by now, probably have become a liability to
OCR as well as the Agency. The National Archives is generally averse to accession-
ing classified records over which it has no systematic review jurisdiction. I
feel certain, however, that the Archives would appreciate an offer of those
unclassified and recently declassified. Hence, I believe that this is an appro-
priate time for the Office of Information Services to discuss such an offer with
OCR and Director of the SSU.
