Dear Mr. Speaker:
I have gone into
situation. he is now, as you told me, located here
in Langley in the Far Eastern Division as a GS-14.
His advancement is comparable to that of his contem-
poraries.
At one point in his career he was shifted to
the Western Hemisphere Division. This assignment
did not turn out particularly satisfactorily and this has
had some effect on his career, though in no way serious,
nor should it retard his progress.
He is not ready for the War College, but will
be considered for an overseas assignment at a senior
level. This will give him good experience in various
phases of our activities and should equip him. for further
advances in the not too 'distant future.
