Admiral Foley is a graduate of the U.S. Naval Academy and, in 1968, receive' his
Master's degree from George Washington University. He began his distinguished
naval career in 1950 as a Commissioned Ensign, advancing through the ranks to be-
come Vice Admiral in 1978. He taught at the Naval Academy from 1956-.5' and sub-
sequently spent a year in post-graduate study at the Naval wr,._ College in 1961.
Admiral Foley has an extensive active and staff service record. His active commands
have included Carrier Air Wing Eleven, U.S.S. Kitty Hawk, the U.S.S. Midway, Carrier
Group 7, Flagship Enterprise, a'n-id, from 1978-80, he served as Commander of the 7th
Fleet. Between 1962-65, Admiral Foley was a member of staff for the Commander-in-
Chief of U.S. Naval Forces, Europe, in London, and from 1969-71, was the tactical
aircraft plans officer and a member of the air weapons system analysis staff in
the Chief of Naval Operations Office in Washington. In 1973, he was assigned as
Chief of Staff to the Commander of the 7th Fleet before assuming the duties of
Deputy Director of Strategic Plans and Policy in the Nuclear Systems-and NSC Affairs
Division of OPNAU the following year. Admiral Foley was appointed Deputy Chief of
Naval Operations, Plans and Policy in 1980, a position he held until becoming
Commander-in-Chief of the Pacific Fleet in May, 1982.
