It is apparent from the references that there are con- siderable areas of disagreement or misunderstanding between the Inspector General on the one hand and the- DD/I and AD/RR on the ether. I do not intend to forward upward two papers of this tone, nor could I arbitrarily decide the differences without setting up a com=ittee to retrace the survey. 2. I am therefore returning the references with the request that the Deputy Director for Intelligence and the Inspector General arrange one or more informal discussions at which the point of view of each could be fully aired. Every effort should be made to amplify positions and clarify misunderstandings while bearing in mind both the command responsibilities of the DD/I and the value of independent review and recommendations from the IG. I would suggest that the DD/I and the IG personally attend at least the first of these meetings. Others should include the Chief, Inspection Staff, members of the inspection team. ADD/I. AD/RR, and those senior ORR officials who, in DD/I's opinion, were not adequately consulted during the inspection. 3. The DWI*" AD/RR should then accept those recommendations which, after informal and friendly clarification, appear to them useful. `(signed)' Lyman B.
