Foreign Minister Cheysson, in a recent radio inter- view, called such proposals "scandalous." He agreed it would be an equally intolerable violation of Angolan sovereignty for parties outside Angola to pose conditions on the future of the insurgent National Union for the Total Independence of Angola. According to press accounts, Cooperation Minister Cot echoed Cheysson's comments during a just-completed visit to Angola. Comment: The French apparently believe efforts to link explicitly a settlement on Namibia to Cuban with- drawal from Angola represent a South African tactic to delay progress in the negotiations. Paris favors a Cuban withdrawal but maintains the Angolan Government will be inclined to request such action only after a Namibian settlement. The French are unlikely to withdraw from the five- country Western Contact Group. Siad plans to announce on Sunday the release of most of the students arrested earlier this year during antigovernment riots in the north. Comment: Siad's announcement probably will empha- size the arrival of US arms shipments as a sign of his ability to obtain Washington's support. Although he also may announce limited political and economic reforms, they are likely to be superficial.
