Approved ,Release 2003/08/18: CIA-RDP80B016Z6R000300040002-5 D R A F T (7 August 63) MEMORANDUM FOR: Deputy Director (Intelligence) SUBJECT : Transfer of OSI to DD/ST 1. I have given very careful consideration to the reasons which you have for not transferring the Office of Scientific Intelligence to the Deputy Director (Science & Technology). In considering these I have also reviewed your proposal for the creation of a "Strategic Weapons and Forces Analysis Office" ;which would involve units from OSI, ORR, and OCI. The following is my reasoning on the reorganization. 1g: The most important concern is whether such a transfer would affect the interrelationship between the analysts in OSI and those in other DD/I units, particularly the Office of National Estimates and the Office of Current Intelligence. Inasmuch as no physical relocation is planned and no further reorganization of OSI is planned, except for possibly occasionally using them in an advisory capacity on research and development matters, I foresee no detrimental effect in the transfer provided there is good will and cooperation on the part of both Deputy Directors, something of which I am certain we are assured. Further, I would presume that if we can depend upon an integrated method Approved For Release 2003/08/18 : CIA-RDP80B01676R000300040002-5 Approved F1Release 2003/08/18: CIA-RDP80B01,R000300040002-5 - 2 - of operation in our estimative and current intelligence fields with other Departments such as State and Defense, we can cer- tainly depend upon the same degree of close cooperation within CIA. I that the new DD/ST will exert every effort to assure that the integration with DD/I is as close and effective as ever and, 4n.- t; will provide an even better input to the overall analysis and estimative process. 2. I am convinced that the reorganization is in the right direction. While admittedly any reorganization creates a certain period of confusion and uncertainty, I think the ultimate results will be beneficial to the Agency. I have given careful thought to your statements that there are those in OSI who do not desire to go to DD/ST and have asked Dr. Wheelon to take special steps to ensure that everybody understands that the transfer does not mean they are losing their analysis responsibilities. 3. For the above reasons, plus many more around the basic concept of creating a centralized organization for our scientific and technical people I have decided to transfer OSI to DD/ST. I appreciate your n}~raccepta.of this decision, and can only assure you that we will ever be alert to any problems that might arise and determine to assure that the Agency is properly organized to best fulfill its responsi- bilities.
