MEMORANDUM FOR THE RECORD
Staff Meeting Minutes of 24 December 1980
Mr. Carlucci was in the chair.
Mr. Carlucci announced that the transition team had completed its
work and has departed. He said he didn't know what arrangements Mr. Casey
will make for the immediate future but that formerly of the
transition team, will be remaining. commented that Mr. Casey will
be in town on 26 and 27 December and will meet with Clarke to discuss how
CIA relates to DIA, the production process, and the situation in Iran.

Mr. Carlucci asked Clarke and McMahon about the situation in El Salvador.
McMahon said that reporting indicates that the rebels will engage in minor
activities until January and then attempt to launch a major offensive. Mr.
Carlucci commented that this could be a sticky situation since the new
Administration will be just in office. Mr. Carlucci commented he had heard
that the decisions of the recent SCC meeting on El Salvador, which he
attended, were overruled by the President. Clarke said he will check that
out. 0 said that newspapers have reported that the longshoremen on 25X1
the West Coast are refusing to load cargo for El Salvador.
McMahon reported that Congressman Stephen J. Solarz (D., NY) was

Fitzwater announced that we will be exactly at ceiling on 31 December
which will be good if that figure is used as a baseline for FY 81. In
response to Mr. Carlucci's question, Fitzwater said that the backlog of
perspective employees had not been reduced and that many people were scheduled
for January employment since we expect about 0 people to retire in January.
Clarke reported that the SNIE on Soviet Interest, Policies, and Prospects,
with respect to the Iran-Iraq War had been telephonically concurred in by NFIB
and awaits the DDCI's approval. Mr. Carlucci said he will look over the
SNIE. 25X1
Hitz said that Senator Daniel P. Moynihan (D., NY) will be traveling to
Mexico City this weekend 25X1
Mr. Carlucci commented that he had sent a letter on 23 December to
Senator Claiborne Pell (D., RI), who had asked for information regarding
General Haig, telling the Senator that we could not provide any information
because we do not maintain files on U.S. citizens. 25X1
Briggs reported that he was sending an audit team to investigate the
misuse of funds at an unspecified Agency facility and that the information 25X1
would be provided to the Justice Department for possible prosecution. Mr.
Carlucci told Briggs to pursue this fully. 25X1
said he had been asked by whether or not and in what25X1
way the Soviets might test the new Administration. he
was unaware of any formal request for a response to this request and it 25X1
really did not pertain to collection. Mr. Carlucci said this was a valid
question and we should attempt to provide a response. Clarke said he will 25X1
talk to F and will prepare answers to the questions. 25X1
