MEMORANDUM FOR THE RECORD
Staff Meeting Minutes of 4 April 1980
Mr. Carlucci chaired the meeting.
McMahon reported the following:
--The Soviets have invited the SRV to send astronaut candidates
to join in the Soviet space program.
--State internal circulation of a notice re the rights and duties
of its officials abroad to comment on third agency reports.
While Mr. Carlucci did not see this as inimical to our interests,
McMahon opined that this tactic is probably intended to "put 25X1

Lipton appealed to the Deputy Directors for their assistance in his
preparation of a letter responding to OMB's requirement for a two percent
cut in our operating budget, e.g., whether or not the cut should include
such items as SIS bonuses. He asked specifically that DD's carefully
review and respond to him today re a list of items he has circulated for
their consideration. He noted further that prospects appear good for 25X1
gaining most of our budget amendment request of A brief
discussion followed on our response strategy. Mr. Carlucci advised DD's to
be forthcoming to Lipton's request particularly in regard to the impacts of 25X1
Hetu called Mr. Carlucci's attention to a background briefing today
for the news media on Afghanistan. Mr. Carlucci said he would discuss this
with Hetu following the staff meeting.

Silver reported current work on the mini-charter has reduced its size
from some 170 pages to 100 pages, but at this point he said the product is
a non-starter. Relatedly, he noted the matter of publications review by CIA
is becoming a nightmare with no simple solutions in sight. Hetu commented
that of 33 manuscripts received for review thus far this year, 17 are from
former DDO'ers. Lehman added that the reading of the Snepp decision by
academics is having a negative impact on our ability to acquire the services 25X1

Dirks reported NPIC has turned over to GSA its "494" computer, a major
computer whose lifetime ended at 13 years having responded to functions
numbering into the trillions. Relatedly, Mr. Carlucci commented briefly on
the Senate Budget Committee call for a 5 percent cut in administrative
programs and that we should do some advance groundwork to avert unacceptable
cuts, e.g., in travel.
