1. As requested, we have reviewed the gees
Directorate which are directed to the scientific and technical
progress of Communist China to determine whether these
programs can be accelerated or augmented.
We conclude that the present level of funding for
analysis and. reporting activities on Communist China is about
right. Additional money, if spent efficiently, would require
additiol analytical personnel who would necessarily be drawn
from goviet programs or projects. We are unwilling. to male
this sacrifice now, primarily because intelligence data of the
necessary quantity and quality to Justify such a move is not
available. Our planning and programming for FY-67 and -68
takes account of the probability that an increased flow of intel-
ligence information will occur by recommending Increases in
manpower and money for the China effort compatible with what
we regard as realtstit estimates of the type and quantity of
data which will bee available in those periods.
3. In the research and development field the present
bottleneck is in the availability of adequate numbers of qualified
scientific and engineering personnel. We believe our approved

and the analysis of the intelligence
process, which we have identified as the major areas for
emphasis in FY-66 and -67. We are exerting strenuous efforts
to recruit additional qualitipd personnel at the present time to
fill out the approved T. 0. , but to increase the recruitment
effort much beyond the present level will require that project
personnel be witrawn from their technical duties to participate
in the recruitment program.
4. In the Office of ELINT, the Foreign Missile and Space
Analysis Center and the Office of Scientific Intelligence, all
analytical programs are being expanded as rapidly as the avail-
ability of intelligence data permits. All three Offices have
requested personnel and budgetary increases for the Chin,
effort in FY-66 and -67 which, with the exception discussed be-
low, are sufficient for presently anticipated needs. The Office
of Scientific Intelligence continues to mike every effort to
increase its ChiCom collection requirements and reporting
programs. For example, in 1961 only six technical reports
were issued; in 1965, 28 such publications are scheduled. Sim-
ilarly from 1962 -1964 scientific and technical collection requirements
on China increased from 23 to Z78.
5. Our review has disclosed only one area of potentially
productive activity which presently is not being fully exploited.
We estimate that the translation, analysis and reporting of the
large volume of overt Chinese scientific literature would provide
a useful base for evaluation of the status and :?rogreas of science 25,1
in Communist China and could be accomplished externally at a
contract cost of aroun r year. We have not requested
these funds or programmed the activity in our FY-66 and -67
budgets.

6. In line with your desires that all intelligence
activities directed against Communist China be maximized
within reason, we will maintain a continuing review of our
programs to determine at what point in time it may be desirable
to augment selected activities or programs. At this time, how-
ever, we are satisfied that if our present T. 0. and budget
requests for FY-66 and -67, together with an additional
for the OSI effort described above, are approved, we will have
adequate resources for an intelligence effort on Communist
Chinoa compatible with the highest priority national intelligence
objectives.

MEMORANDUM FOR: Mr. John Clarke
1. I am a bit puzzled about this. When the Director recently
asked on two occasions, at two different Morning Meetings, for
specific and current recommendations on the China problem (recom-
mendations which would lend themselves to translation into budgetary
aspects), John Bross took the action and conferred with
whose CCPC is currently at work on the latest use of Agency contribu-
tions dealing with the current statue of China assets.
2. If DD/S&T feels the need to report within the Agency, pre-
sumably other components should also.
3. Can you get together wit nd advise as to what
we should be doing next.
