SUBJECT : NIC Activity Report for 22-26 November 1982
I. DCI/DDCI-Assigned Tasks
NIO/Latin America in coordination with DI/ALA provided background
material for the DCI's use at an NSC meeting on the President's trip to
Latin America.
NIO/USSR-EE represented the Agency at a SIG meeting on Yugoslavia
a which it was decided to separate the question of a financial bailout
and that of US basic policy toward Yugoslavia into two NSSDs. (This was
Treasury's idea, because they want to keep all financial bailouts in the
IG-IEP forum.) DoD and State (Eagleburger) are at odds over weapons
sales to Yugoslavia: DoD is taking the position that it must be assumed
that all weapons to Yugoslavia will reach the USSR. The issue is tobe
resolved at the NSC.
NI0/General Purpose Forces met withi nn 26 vember
to review DCI follow-up taskings from the DCI's trip
Additional meetings are planned with the directors of NSA and DIA and
the service intelligence chiefs.
II. Interagency Papers
The draft Memo to Holders of theOVIE will be forwarded to the
DCI on Monday for authorization to distribute it to NFIB Principals for
consideration at the 7 December meeting. The revised draft NIE on
political instability may also be ready for consideration at the same
meeting.

III. Of Special Interest This Week
Chairman, NIC attended a New Alternatives Workshop in San Francisco
on the potential for and implications of modern precision weaponry. His
main conclusion: we are developing increasingly effective weapons, not
buying them, and the Russians will probably steal the technology and buy
them before we do.
NIO at Large (Lincoln Gordon) participated in a meeting of the
Board of Visitors at the National Defense University on 22 November.
NIO at Large (Hans Heymann) and his assistant met with Mike Landi,
vice-president of RAND, to discuss his ongoing study for OSD on non-
proliferation issues in conjunction with Soviet-US confidence-building
measures, specifically the Nunn-Jackson proposals for crisis control
centers.
NIO/AL (Heymann) also participated in the review of (and submitted
changes to) the final SIG draft paper on options concerning the nuclear
issue in US-Pakistani relations, and he began preparations for a special
paper for the DCI on "life in a proliferated world" in conjunction with
an earlier request to the DCI from Secretary Shultz.
NIO/East Asia hosted a conference on the Chinese negotiating style
and arranged for an outside consultant to write a paper on China's US
policy.
NIO/Economics attended an IG-IEP meeting with a DDI/OGI officer on
the Eastern European, LDC, and general international debt situations
On 24 November he went to New York to confer with a
official on the international financial situation.
NIO/Latin America met with I , chief of DIA estimates
on 22 November to discuss the estimates program. NIO/LA and his
assistant together with DI ALA anal sts met on 23 November with senior
representatives of to discuss the Mexican
situation.
NIO/Narcotics met with Bud Mullin, DEA director, and FBI and
Justice officials on making DEA's intelligence products available to the
Intelligence Community.

NIO/Strategic Programs met with NSC staffers to discuss his own and
the Intelligence Community's forthcoming Congressional testimony on the
MX missile. He and his assistant also attended a briefing on a nearly-
completed major DoD study on the implications of potential Soviet and US
ABM deployments, looking toward the joint net assessment on ABM that is
being produced.
NIO/USSR-EE attended a meeting on the next-to-final draft of
NSSD 11-82 (US Policy Toward the USSR). No major problems with the text
remain.
IV. Future Activities
NI0/GPF will chair a session on the use of historical data for the
"Committee to Develop a Theory of Combat and Philosophy of War," meeting
at the Naval Post-Graduate School at Monterey, California from 1 to
3 December.

NIO/Western Europe will address the WE Chiefs of Station conference
on 1 December. 25x1
NI0/Economics will meet with Leo Cherne of PFIAB on 29 November at
the latter's request to discuss the world banking situation and the
international financial crisis.
