A draft revision of SCI security classification guidance on liaison relationships with foreign services was sent to the Community for coordination. The Security Committee agreed to request CIA and NSA to do reviews of unauthorized disclosures to determine actual damage to national security. The results will support policy initiatives to control leaks. Following the all-source assessment seminar on technology transfer held on 15 November, work has commenced on a National HUMINT Collection Plan on Technology Transfer. We are working concurrently with TTIC on a Collection Support Brief on Technology Transfer to the Soviet Bloc. Giddens, consultant to the Department of State for radio broadcasting to Cuba, on Cuban reaction to Radio Marti. ALA conducted a two-day seminar on Mexico under de la Madrid. Specialists from business, academia, and Government presented their views. OSWR briefed the Commander-in-Chief, SAC, on future Soviet weapons systems and potential Soviet responses to MX closely-spaced basing. OSWR will brief the IG on Soviet testing that may be necessary to enhance capabilities against MX closely-spaced basing. National Intelligence Council - C/NIC and NIO/Economics attended a SIG-IEP meeting on 16 November on prospects for world trade and growing protectionism. It was a very gloomy session. - C/NIC met on 15 November with Charles DiBona, president of the American Petroleum Institute, who agrees with the proposition that downward pressure on the price of oil is likely to be sustained beyond the mid-1980s. Personnel - No report. General Counsel - See tab for recommendations on handling appearances before the House Judiciary Subcommittee on Crime with regard to the Intelligence Personnel Protection Legislation. r PD Approved For Release 2007/03tbPA- ET Inspector General - IG had Bob Turner, Counsel, PIOB, out for an informal luncheon conversation and a general briefing on the four directorates and what they do. No issues of any consequence surfaced. Comptroller - HAC has advised informally that our request to reprogram $6.0 million to lease the Mill be denied without prejudice. The Chairman was apparently reluctant to approve a reprogramming before passage of the 1983 Defense Appropriations Bill. Fitzwater Deputy Director for Administration SUBJECT: Weekly Report for Period Ending 19 November 1982 1. Progress reports on tasks assigned by DCI/DDCI: None. 2. Items/events of major interest: a. The upgrading of interview rooms in the main reception area of the Headquarters building was completed on 8 November. The project consisted of lowering ceilings and lights, painting walls and ceilings, and refurnishing with brighter colored chairs. b. In order to update surveys of the Headquarters compound and satellite locations, the Printing and Photography Division (PEPD), Office of Logistics, arranged for the Air Force to take aerial photography of the areas from a helicopter on 9 November. The Air Force provided the service at no charge, and P&PD developed the film (both still and motion picture). c. Work is underway to repair the concrete around the entrance to the Headquarters building; it is anticipated that the project will be completed in approximately four weeks. e. During the past week, students in the Defense Industries Course have visited McDonnell Douglas and the J. F. Kennedy Space Center in Florida; the Lockheed Aircraft plant in Marietta, Georgia; and the Aberdeen Proving Grounds in Maryland. 3. Significant activities anticipated during the coming week: b. Representatives from the McLean Fire Department will be visiting the Headquarters building on 20 November, and 11 and 18 December to familiarize themselves with the high hazard areas in the building.
