You are invited to meet with members of the Executive Seminar in National and International Affairs on Wednesday, 7 April 1982, from 0900-0945 hours in room lA07. Your remarks might cover your perspective of the Intelligence Community, its strengths and weaknesses and major new efforts planned or under way. 2. The Executive Seminar is a 10-month program conducted annually since 1958 by the Foreign Service Institute. The seminar participants will spend one day at Headquarters to meet with key senior Agency officials. 3. There will be 27 seminar participants. Approximately half are senior Foreign Service Officers. The others are representatives of government departments and agencies with foreign affairs responsibilities, plus the four uniformed services. Biographic data on the participants is attached. Thomas White, Directorate of Adminigtration, represents the Central Intelligence Agency; the seminar coordi- nator will also accompany the group. is suggested that you address the group for approximately 30 minutes leaving the remainder of the time for discussion. The ten-months program has been conducted annually since 1958 by the Foreign Service Institute of the Department of State. The Seminar is designed to provide an intensive program of executive development for senior officials, most of whom have served abroad and expect further foreign assignments. The curriculum stresses the in- terrelationship between foreign and domestic policy. Seminar Members study political, economic, social, regional and cultural trends in the United States, re- lating them to international issues and questions of national security. This is done through extensive reading, the preparation of Case Studies, in-house dis- cussions, and by meetings with prominent academics, public officials, businessmen, labor leaders, journalists and Americans from all walks of life. The purpose of the Seminar is thus to ensure that our top career officials who deal primarily with foreign policy and national security have a compre- hensive understanding of their own country. This will enable them to represent American interests abroad more effectively and to take domestic atti- tudes into account more accurately in pursuing a for- eign policy which meets our national interest. The Twenty-fourth Executive Seminar has twen- ty-seven (27) Members, sixteen (16) of whom are senior Foreign Service Officers. The others are from the four uniformed Services, the Central Intelligence Agency, the United States Information Agency, the Federal Bureau of Investigation, the Agency for Inter- national Development and the Department of Agricul- tu re.
