Response to NSC Request for Material to be Used with Senator Percy 1. As a follow-on to the material you provided to Judge Clark on Friday, 25 June, and in accordance with your directions, we have: -- Edited the talking points on the impact of extended sanctions on the USSR. -- Provided the raw intelligence which supports some of the points made in the memo; it has not been possible to do this in all cases since some of the points are analytical and not derived from any specific sources of information. 2. The attached documents (Talking Points and Supporting Evidence) are for your use as you see fit. I suggest that you provide them to the NSC staff but with the proviso that only the talking points be used verbatim with Senator Percy; the supporting evidence is for the NSC staff's own information; can be used in discussions with Senator Percy; but, in keeping with established practice, should not be made available to him. I have prepared a cover memo:^andum from you to Judge Clark along those lines.
