I appreciated the opportunity for our discussion a week ago today.
I found your remarks relevant and interesting but I must confess that your
spirit of optimism was not wholly reflected either at the senior or at the
working levels. On the contrary, there seems to be concern that we are
making no headway against the spread of neutralism in Western Europe , that
we may be out-maneuvered once again in Central America and that we have failed
to date in finding the answers to the several challenges which will confront
the Operations Directorate in the next several years.
As I mentioned to you in our conversation, some of the activities which are
undertaken by the several components appear to indicate a lack of institutional
mamorv. Other actions s g est a lack of knowledge of conspiratorial thinking --
I doubt that after last week's barrage on n ra er ca our cause
is ahead, although based on the facts alone it should be.
Against the above background, I feel I could be useful to you -- or to your
senior associates -- as a planner, as a sounding board for the consideration
of programs or proposals as a reviewer, or as a trouble-shooter. My experiences
as Chief of Statio long with
the several staff assignments I held in adquarters, most recen y as.Chief of
the Personnel Management Group in the Operations Directorate, give me a background
and operational experience which, without any false modesty, few currently on duty
can match. At this point in my life I am not looking for any high position in
the hierarchy -- I have been a GS 18 for ten years. I would like to continue to
serve and to make a contribution.
