letter were addressed, specifically, in our current long-range
-planning sessions. They are, for the most part, intractable
problems, not easily resolved -- some require considerable
further study. We may find that we need to turn to outside
groups, such as the "Planning Board" you propose, or to
experienced individuals, such as yourself, who have the
-.background and time to consider specific issues. In the short
term, however, I believe that we will need to see where our
`present in-house planning process takes us by the end of the year
and then see what specific assistance we need to study particular
issues.
