SUBJECT : Reply to Letter from Eugene Rostow, ACDA
Attached for your signature is the draft of our response to Eugene
Rostow's letter of 24 February concerning rotational assignments at ACDA'.
The response is positive and encouraging and gives Mr. Rostow an under-
standing of our plans for these tours. Moreover, the response offers
Mr. Rostow the prospect of receiving DDI officers-on a non-reimbursable
basis for the first year, but does not foreclose our option to convert
these to a reimbursable basis later on.
