Dirks Deputy Director for Science and Technology SUBJECT : Organizational and Personnel Changes Within the National Photographic Interpretation Center 1. As you know, a comprehensive program is underway to upgrade the technical capabilities of the National Photographic Interpretation Center. In order to facilitate the conduct of that program, improve current opera- tional support and to provide a structure better suited for the future, there are a number of organizational changes and related personnel assign- mehts which I recommend. The organizational changes will: 0 a. Place exploitation operational support to NPIC imagery analysts, and the like services of common concern that are pro- vided to other elements of the imagery exploitation community, into one group vice the three organizations which currently contain these functions. The new group will be called the Operations Support Group. Internally it will be structured to consolidate related functions, Technical Services, Data Ser- vices and Production Services (Reference, Graphics, Photo and Printing). b. Consolidate NPIC technical analysis capability with the formation of a Research and Analysis Division in the NPIC De- velopment Program which itself will be redesignated the Develop- ment Programs Group. Currently, this important analysis function is split between the NPIC Development Program and the Technical Services Group. c. Reallocate the functions, (1) Programming and Budgeting, (2) Configuration Management and (3) Integration of New Capa- bilities from the existing Control and Integration Staff. Pro- gramming and Budgeting to be a separate function reporting to the Director, NPIC. Configuration Management and Integration activities to be clearly separated into current and future (under development) capabilities. The model to be used is the same as has been highly successful in the CTL Program. Clarify certain external interface channels by pro- viding a modest increase in the staff of the Director. This is to provide a more efficient and coordinated response to policy and requirements issues as opposed to purely technical interfaces. Additional details of the current and proposed organizational structure are shown as attachments. F-1 2. Accordingly, your approval of the following senior personnel assignments is requested: u currently Chief, Technical Services Group (abolished) would be assigned as Chief of the newly created Operations Support Group. currently Chief, Production Ser- vices Group abolished would be assigned as a Special Assistant to the Director, NPIC, pending reassignment outside NPIC. currently Chief, Control and Integration Staff (abolished) would be assigned as a Special Assistant to the Director, NPIC, pending reassignment outside NPIC. currently Chief, Systems Planning and Engineering Staff, NPIC Development Program, would remain as Chief of this organization redesignated as the Systems Engineering and Integration Division, Development Programs Group.
