SUBJECT: Letter to HPSCI Chairman Boland
1. Attached please find a-letter for your signature
addressed to House Permanent Select Committee on Intelligence
Chairman Boland. The letter commends the Chairman and his
staff for their work in securing an exemption for the.
Intelligence Community from the provisions of the Small
Business Innovation and Development Act of 1982.
2. As the letter explains, our own people and the rest of
the Intelligence Community objected to this legislation. It
would have restricted our ability to make procurements in a
secure and expeditious fashion and to respond to changing
procurement and research and development needs and would have
opened up sensitive procurement records to the Small Business
Administration and the small business community.
3. The legislation had passed overwhelmingly in the
Senate and was headed for similar passage in the House. When
he learned through staff of our concerns, Chairman Boland
acted rapidly. His efforts immediately prior to and during
floor debate were particularly noteworthy. He was able to
secure an exemption for the Community when other committees
were unable to secure exemptions for their client agencies
(most notably the Department-of Defense and the National
Institutes of Health).
4. This letter recognizes the service which the Chairman
performed. It will serve to further our relations with the
Chairman and the Committee.
