(3) Membership of the Executive Committee consists
of the Director of Central Intelligence and the Deputy Director
of Central Intelligence (ex officio); the Executive Director;
and the Deputy Directors for Administration, Intelligence,
Operations, and Science and Technology. The Comptroller,
Inspector General, General Counsel, and other officials may
be invited to attend meetings and to participate in discussions
on subjects of particular interest and concern to them. If
members are unable to attend scheduled meetings, their
deputies may substitute for them.
(4) The Executive Director will be the chairman of
the Executive Committee. In the absence of the Executive
Director, the DCI or DDCI will chair the meeting or designate a
temporary chairman.
(5) The Executive Director will designate a
secretary of the Executive Committee who will prepare
Executive Committee agendas and minutes; draft terms of
reference and assist Agency components responsible for
developing policy papers, long-range plans, and other
cross-directorate action proposals for the Executive Committee;

track progress on approved policies, long-range plans,
and other Executive Committee actions; and analyze cross-
directorate issues and review proposals as assigned by the
chairman.
