Casey, Director Central Intelligence Agency Washington, DC 20505 Dear Mr. Casey: During the past year the California Energy Commission has undertaken several studies to improve its understanding of issues which affect the state's energy security. The Commission is required by law to develop and periodically update its energy emergency contingency plans, for which an understanding of security issues is obviously crucial. One such issue involves the disposition of Alaskan North Slope oil; i.e., whether exports of the oil should be allowed or whether it should be retained solely for domestic use. Because I expect the export controversy to resurface in 1983, I had the Energy Contingency Planning Committee conduct a study of California's interest in this issue. The enclosed report, "Domestic Oil Exports: A California Perspective," is the result of that research, and is presented to you for your information and review. Because the export issue is of interest to such a wide spectrum of states, oil companies, and other interest groups, this report's overview and analysis of the issue should be of interest to more than just California state government. I hope you will find the report informative, and I am interested in your views on this subject. I look forward to a continuing dialogue on the important issue of energy security and government's fundamental responsibilities as they relate to it. EMILIO E.
