on 12 October 1982 with U.S. Ambassador to Peru, Frank V. Ortiz.

2. Background: Ambassador Ortiz served as Ambassador
Extraordinary Plenipotentiary (AEP) to Barbados and Grenada 1977-
1979, as Ambassador to Guatemala from 1979-1980, and as Special
Assistant for International Affairs at USSOUTHCOM in Panama prior
to his appointment to Peru in 1981.
