A New Chairman for the Technology Transfer
Intelligence Committee (TTIC)
1. As you are aware, I Iwill soon be moving on
from his current position as Chairman of TTIC to take on the new
challenge you offered him as your NIO for Science and
Technology. In light of this move, and after examining various
Community individuals as possibilities for a new chairman, I
recommend first that the chairmanship remain within CIA for the
following reasons:
o CIA has consistently provided the strong leadership to
stimulate the Community on the technology loss issue,
most recently through the efforts of the Technology
Transfer Assessment Center (TTAC) of OSWR/DDI and
previously by other components of OSWR dating back to
the late 1970s;
o Past experience has shown that coordinated, timely,
and quality responses were greatly facilitated by the
collocation of C/TTIC and TTAC. With this
arrangement, rapid decisions could be made involving
appropriate responsibilities and available analytical
resources; and
o CIA presently has the mechanisms in place to house and
care for the administrative and other personnel
requirements of TTIC.

2. Within CIA there is a candidate chairman whom I
recommendI I ., who has worked closely 25X1
with lover the past ew years on the technology loss 25X1
issue. o o er candidate outside CIA is as well pre ared to
take on the TTIC chairmanship challenge as is he. 25X1

o Currently is the CIA representative to TTIC, has been
involved in its activities since its beginning in
January 1982, and, in this capacity, has established
community recognition;
o Has a broad technology and weapons background, having
been actively involved in analysis of Soviet advanced
technological capabilities for more than a decade at
CIA, and enjoys the confidence of the Community on
substantive matters;

Summary Report on Technology Transfer which was
submitted to the Senate Select Committee in October
1981;
o Also previously was the CIA representative to the
Scientific and Technical Intelligence Committee
(STIC).
3. received his PhD in Physics from Cornell
Universit has served as an Army officer, and has
attended t e Naval War College. The association of

with the important issue of technology transfer over
the past few years and his past analytical intelligence
activities in determing Soviet technological advances gives
assurance that he will be an excellent TTIC chairman for the work
ahead.
