Jeremiah DENTON U. S. SENATE ? ? Mobile, Alabama A newly elected Senator, Jeremiah Denton is the first Republican Senator from Alabama since 1900. With the backing of the Moral Majority, he defeated Democrat Jim Folsom in a testy campaign where both sides invoked God, country, and family issues. The Senator serves on the Armed Services Committee, the Labor and Human Resources Committee, the Veterans' Affairs Committee, and the Judi- ciary Committee, where he chairs the new Subcommittee on Security and Terrorism. The pending Identities legislation has been referred to Senator Denton's Subcommittee on Security and Terrorism, and he is committed to prompt, positive action on the Bill. Senator Denton is described as an ar- dent anti-communist. In addition to in- Republican ternational and domestic terrorism, which appear to be the main thrust of the activities of his Subcommittee on Security and Terrorism, he is con- cerned with Soviet manipulation of the U.S. media. The Subcommittee has stirred deep anxieties among civil libertarians and others that the Senator may be reviving "McCarthyism" on the Hill, although he denies he is a "new McCarthy". Some believe that the creation of this Subcommittee is an indi- cation of paranoia sweeping Washington. A Prisoner of War in Vietnam from 1965 to 1973, Senator Denton is a much-decorated former Navy pilot and Naval Academy classmate of former President Jimmy Carter. He was shot down over Vietnam in 1965 and gained fame when he blinked the letters T-O-R-T-U-R-E in Morse Code with his eyes during a televised interview as a POW. The Senator feels the United States is falling in stature and that the U.S. is "going soft" both at home and abroad. Prior to his election, the Senator worked for the Christian Broadcast- ing Network in Mobile and founded the State Coalition for Decency, a reli- gious education group. He holds a B.S. from the U.S. Naval Academy and an M.A. from George Washington University. Personal Data Senator Denton is Catholic. He is married and has seven children. The Senator is 56 years old. Salt Lake City, Utah Senator Orrin Hatch has been a Member of Congress since January 1977. He currently serves as Chairman of the Senate Labor and Human Resources Committee and is also a Member of the Budget Committee, the Select Committee on Small Business, and the Judiciary Committee, where he is a Member of the new Security and Terrorise Subcommittee. CIA has had only routine contact with the Senator since he took office, primarily related to constituent inquiries. He is, however, one of several cosponsors of the pending Identities legislation. Senator Hatch has also reintro- duced two other bills from the 96th Congress which have intelligence equities: S. 586, which proposes amendments to the Privacy Act of 1974, and S. 587, which seeks to amend Republican the Freedom of Information Act. The amendments to both of these Bills deal mainly with law enforcement equities. A conservative, Senator Hatch was a major force during the 96th Congress in defending labor law legislation proposed by the Carter Administration and the AFL-CIO. Senator Hatch holds a B.S. from Brigham Young University and his J.D. from the University of Pittsburgh Law School. He has worked as a practicing attorney and a Mormon Bishop. Senator Hatch is the proprietor of a legal and religious cassettes tape production firm in Utah. Personal Data Senator Hatch is a member of the Mormon Church. He is married and has six children. John P. EAST ? Greenville, North Carolina Senator John East has been a Member of Congress since January 1981. He currently serves on the Energy and Natural Resources Committee, the Labor and Human Resources Committee, and the Judiciary Committee, where he is a Member of the Subcommittee on Security and Terrorism. CIA has had relatively little contact with Senator East since he took office. He favors a stronger military effort and is conservative in political outlook. His position on Identities legislation, however, is unknown. Senator East is a political colleague of Senator Jesse Helms. At the 1976 National Convention he was Senator Helms' agent on the Platform Committee and helped draft a foreign policy plank criticizing the Ford Administration for "giving away" the Panama Canal. Republican Senator East holds a B.S. from Earlham College, an LL.B. from the University of Illinois, and both an M.A. and a Ph.D. from the University of Florida. He served with the U.S. Marine Corps from 1953 to 1955. He con- tracted polio while in the Marines and is confined to a wheelchair. Prior to his election to Congress he was a tenured full professor at East Carolina University from 1972 to 1980. He was a Republican nominee for the U.S. House of Representatives for North Carolina's First District in 1966 and for Secretary of State of North Carolina in 1968. (He was unsuccessful in both bids.) Senator East entered the national arena as a Reagan Delegate to the 1976 Republican Convention. Personal Data Senator East is Protestant. He is married and has two children. Strom THURMOND Aiken, South Carolina Senator Strom Thurmond, Chairman of the Senate Judiciary Committee and President Pro Tempore of the Senate, has been a Member of-Congress almost continuously since Decem- ber 1954. He was elected to the Congress as a Democrat but switched to the Republican Party in 1964. Senator Thurmond rose to political prominence on a segregationist platform but has since somewhat abandoned his anti-civil rights position. The Senator also serves on the Senate Armed Services Committee (SASC) and the Veterans' Affairs Committee. Senator Thurmond has long been a strong supporter of CIA. He has been particularly concerned with Congressional leaks of classi- fied information and the damage done to the Agency by repeated public attacks on its U. S. SENATE Republican ? activities. Senator Thurmond supports the Intelligence Community's position on Identities legislation and is one of the cosponsors of the pending Identi- ties Bill. He also favors major changes in the Freedom of Information Act. Senator Thurmond has received numerous briefings from Agency personnel. Senator Thurmond served as Vice Chairman of the Special Judiciary Subcom- mittee this past year which investigated Billy Carter's ties to Libya. During the Subcommittee's investigation into that matter, he was particularly critical of Dr. Brzezinski's role. On the David Barnett case, Senator Thurmond accused the Agency of resisting prosecution of Barnett for over a year. He also accused former Attorney General Benjamin Civiletti of "yielding" to pressure from the Agency to delay action on the case. Senator Thurmond has said that he wants to reinstitute the death penalty for certain Federal crimes and to fashion a new criminal code with lesser emphasis on civil liberties than has been the case in the past. It is apparent that Senator Thurmond is very interested in subversive activities as evidenced by his reinstituting a security Subcommittee (which he chaired until it was eliminated in 1977)--the new Subcommittee on Security and Terrorism. He served with the U.S. Army during World War II and then later as a Major General in the U.S. Army Reserve. From 1923 to 1929, he worked as a farmer and teacher. He was Superintendent of Education for Edgefield County during 1929-33. He was elected to the South Carolina Senate in 1933 and remained in that position until 1938. During 1938-42, he served as a Circuit Judge. In 1948 he was the States Rights Candidate for President. He served as Governor of South Carolina from 1947 to 1951. SENATE ? ? Senator Joseph Biden has been a Member of. Congress since January 1973. He currently serves on the Select Committee on Intelligence (SSCI); the Foreign Relations Committee (SFRC); the Budget Committee; and is the Ranking Minor- ity Member on the Judiciary Committee and its Subcommittee on Security and Terrorism. Senator Biden raised several follow-up ques- tions at the DCI's confirmation hearing, and in the SSCI's vote on confirmation, he abstained. In full Senate debate, however, he voted in the DCI's favor. As a Member of the SSCI, Senator Biden has expressed concern that the Government tends to refrain from prosecuting certain law- breakers out of fear that sensitive informa- tion will be revealed in the course of a trial. Prompted by this belief, he was instrumental in the passage of the Classified Information Trial Procedures Act ("Graymail") during the 96th Congress. During the SSCI's consideration of Identities legislation last year, Senator Biden was particularly concerned about the Bills Constitution- ality and may oppose the Intelligence Community's position in this year's consideration of the legislation by the Judiciary Subcommittee on Security and Terrorism. The Senator has also expressed concern about past abuses of intelligence agencies and that the new Administration is working on proposals to relax restrictions on these agencies. Senator Biden has a keen interest in NATO and the Theater Nuclear Forces issue. His SFRC Subcommittee on European Affairs in the 96th Congress initiated a review of the current state of NATO and its prospects for the 1980s. During the SFRC hearings on the SALT II Treaty, the Senator was one of the leading advocates for the Treaty. Senator Biden holds a B.A. from the University of Delaware and a J.D. from Syracuse University. He served as a trial lawyer in the State Public Defender's Office during 1968. Patrick J. LEAHY Burlington, Vermont Senator Patrick Leahy has been a Member of Congress since January 1975. He currently serves on the Select Committee on Intelligence (SSCI), where he is Vice Chairman of the Intelligence and the Rights of Americans Subcommittee; the Appropriations Committee; the Agriculture, Nutrition and Forestry Committee; and the Judiciary Committee. Senator Leahy formerly served on the Senate Armed Services Committee during which time he opposed the nomination of George Bush as DCI on the basis that intelligence should be free from politics. Senator Leahy has favored a joint intelligence oversight com- mittee since 1975, and his strong interest in this area led to his appointment to the SSCI in March 1979. Senator Leahy has met with former DCIs and received intelligence briefings U. S. SENATE from CIA personnel on various occasions. He has followed the developments in Iran closely and has been particularly concerned about the ramifications of the compromise of U.S. military equipment there. His position on full Charter leg- islation was never clear, but he supported the compromise language eventually worked out. During the SSCI's consideration of Identities legislation in the 96th Congress, he expressed concern about the Constitutionality of the Bill and may well do so at this year's consideration by the Judiciary Subcommittee on Security and Terrorism.
