As you are aware, Members and staff of the Senate Appropriations Subcommittee on Defense will visit Headquarters tomorrow, 24 April, for a briefing on key intelligence issues. You are scheduled to lead off the briefing at 0900 hours in the DCI Conference Room, followed by John McMahon, Director, National Foreign Assessment Center, and representatives of the National Intelligence Council. A complete list of those Agency personnel who will be attending on Friday is attached for your information. 2. At this point, it appears that only Subcommittee Chairman Ted Stevens (R., AK), and Subcommittee Members Warren Rudman (R., NH), and Mark Andrews (R., ND) will attend. Subcommittee staff members Fred Rhodes (Minority), Pete Bonner and Dwight Dyer, who is replacing Bonner for the Majority, will also be present. From what we have learned from the staff, the Subcommittee Members have no particular interests on which they wish us to focus. They have requested this session primarily for background purposes and consequently no questions have been prepared by their staffs. 3. STEVENS Anchorage, Alaska ? Senator Ted Stevens has been a Member of Congress since December 1968. He is the current Chairman of the Senate Appropriations Defense Subcommittee. Senator Stevens also serves on the Commerce, Science, and Trans- portation Committee; the Governmental Affairs Committee; and is the Assistant Majority Leader of the Senate. Senator Stevens was the Senate Minority Whip in the 96th Congress. tion in 1968 and again in 1976. In 1978 he Republican visited the Middle East area, and at the beginning of this year, he again traveled to the People's Republic of China. Senator Stevens has shown particular interest in off-shore fishing and has from time to time requested substantive intelligence briefings from Agency personnel on Soviet and Korean fishing fleets off the shore of Alaska. During a briefing of the Defense Subcommittee in 1979, Senator Stevens expressed his concern over the problems facing CIA relating to disclosure statutes. He has also attended other briefings given by Agency personnel on such subjects as the FY81 CIA Program budget and the geopolitics of oil. Senator Stevens attended Oregon State College and Montana State College and holds a B.A. from the University of California and an LL.B. from Harvard Law School. He served in the U.S. Army Air Corps during World War II. He practiced law in the early 1950s and 1960s and was an assistant to the Secretary of the Interior from 1958 to 1960. Senator Stevens served in the Alaska House of Representatives from 1964 to 1968. Senator Stevens has had frequent contact with the Agency over the years. In the early 1970s, he attended a breakfast briefing at Headquarters, hosted by the Director, along with several other Senators. Lowell P. WEICKER, Jr. Greenwich, Connecticut Senator Lowell Weicker has been a Member of Congress since January 1971. He currently serves on the Senate Energy and Natural Resources Committee, the Labor and Human Resources Committee and the Appropriations Committee, where he is a Member of the Subcommittee on Defense. Senator Weicker is Chairman of the Senate Select Committee on Small Business for the 97th Congress. Senator Weicker was a Member of the former Church Committee. CIA has had continuing contact with the Senator and his staff over the years and we have handled many constituent inquiries for him. He met with former DCI Turner in 1977 and 1978 regarding Korean CIA activities in the U.S. At that time he also reviewed documents from CIA files which contained references to possible Senatorial contacts with South Korean government officials. Senator Weicker holds a B.A. from Yale University and his LL.B. from the University of Virgina. He served with the U.S. Army during the Korean War and then later as a Captain in the U.S. Army Reserve. In the early 1960's he served as a Member of the Connecticut General Assembly. In 1965 he worked as a legislative consultant with the Connecticut Transportation Authority. He was Secretary to the Connecticut Tax Study Commission during 1966-1967. Salt Lake City, Utah Senator Jake Garn has been a Member of Congress since 1974. He currently serves as Chairman of the Senate Banking, Housing and Urban Affairs Committee and is also a Member of the Select Committee on Intelligence (SSCI) and the Appropriations Committee, where he serves on the Subcommittee on Defense. As a Member of the SSCI, Senator Garn is concerned that unreasonable restrictions have been placed on intelligence and that conse- quently intelligence agencies are unable to do their jobs. Senator Garn has received various substantive intelligence briefings; on one occasion he disagreed with CIA's assessment of the Rhodesia situation. In response to a letter from the Senator earlier this year regarding the need for accuracy U. S. SENATE Republican in the annual National Intelligence Estimate on "Soviet Capabilities for Strategic Nuclear Conflict," DCI Casey assured him that the methodologies used in the formulation of the NIEs are being critically reviewed. The Senator is one of several cosponsors of the pending Identities legislation. Senator Garn holds a B.S. from the University of Utah. He served in the U.S. Navy from 1956 to 1960 and later as a Lieutenant Colonel in the Utah Air National Guard. He was Commissioner of Salt Lake City from 1968 to 1972. He previously served in the U.S. House of Representatives from 1967 until his election to the Senate. He is Chairman of the Senate Energy and Natural Resources Committee and also serves on the Rules and Administration Committee and the Appropriations Committee, where he is a Member of the Subcommittee on Defense. Senator McClure has received several substantive intelligence briefings from CIA personnel over the years. His Energy and Natural Resources Committee was briefed earlier this year by analysts from the National Foreign Republican Assessment Center on the world petroleum outlook for 1981. He has shown a keen interest in intelligence matters; he feels there is an international conspiracy driven either by Soviet intelligence or communist political factions. He is well versed on OPEC matters and Soviet intentions in the Middle East. Senator McClure is characterized as a conservative. He strongly supports nuclear power. He favors deregulation and minimum restraint on private enterprise in energy matters. In 1978, he provided a crucial vote in favor of compromise on former President Carter's energy bill in exchange for support of a $417 million energy research project in his State. Background and Personal Data Senator McClure received his J.D. from the University of Idaho. He served with the U.S. Navy during World War II. He was an Idaho State Senator from 1960 to 1966; during 1965-66 he was Assistant Majority Leader. Senator McClure is married and has three children. He is Methodist. The Senator is 56 years old. He currently serves on the Senate Select Committee on Intelligence (SSCI), where he is Chairman of the Subcommittee on Intelligence and the Rights of Americans; the Banking, Housing and Urban Affairs Committee; the Commerce, Science and Transportation Committee; and is a Member of the Appropriations Subcommittee on Defense. Senator Schmitt has been described as a bright activist with a broad range of inter- ests. In our few contacts with him, he has appeared well disposed towards the Intelli- gence community. In 19// he was brieted on the status of Soviet development of LANDSAT satel- lites and attended a breakfast with former DCI Turner, hosted by Senator Chafee, at which time he expressed interest in visiting the Agency for breakfast sessions. We have had minimal contact with the Senator over the past year. Republican During 1977-78, Senator Schmitt served as the Vice Chairman of the Morgan- Schmitt Subcommittee of the Senate Select Committee on Ethics investigating possible unauthorized disclosure of intelligence information by Members or staff of the Senate. He is one of the several cosponsors of the pending Identities legislation. Senator Schmitt holds a B.S. from the California Institute of Tech- nology and a Ph.D. (Geology) from Harvard University. He also studied at the University of Oslo. He was the backup lunar module pilot for Apollo 17 in 1972 and spent over 22 hours on the moon's surface. Mapleton, North Dakota Senator Mark Andrews succeeded former Republican Senator Milton Young, who retired at the end of the 96th Congress. Although new to the Senate for the 97th Congress, Senator Andrews previously served in the U.S. House of Representatives (1963-1981). He currently serves on the Senate Agriculture, Nutrition and Forestry Committee, the Budget Committee, the Select Committee on Indian Affairs and the Appropriations Committee, where he is a Member of the Subcommittee on Defense. CIA has had very limited contact with Senator Andrews. Most of our dealings over the years have focused on constituent inquiries. While a Member of the House, Senator Andrews established a solid reputation as a farmer's advocate. With a background in farming himself he used his Membership on the House Appropria- Republican tions Committee to apply consistent leverage in the Congress to support the farming interests of his State. When former President Carter sought to cut back funding for the controversial Garrison Water Development Project in North Dakota in 1977 he complained that it was "under attack by radical environmentalists" and warned that "Carter and company better not show up in this area." Despite the militance of his public works rhetoric, however, Senator Andrews is a temperate Republican on most issues. Senator Andrews is one of several cosponsors of S. 391, the Senate version of the pending Identities Bill. Senator Andrews holds a B.S. from North Dakota State University. He attended the U.S. Military Academy from 1944 to 1946 and served in the U.S. Army during World War II. He embarked on his political career in the late 1950's when he became North Dakota's Republican National Committee- man (1958-1962). Milwaukee, Wisconsin Senator Robert Kasten, a Freshman Senator, previously served in the U.S. House of Repre- sentatives from 1974 to 1978. He currently serves on the Senate Budget Committee, the Commerce, Science and Transportation Committee, the Veterans' Affairs Committee and the Appro- priations Committee, where he is a Member of the Subcommittee on Defense. An aggressive and determined young politician, he compiled a solid conservative record during his four year political career in the U.S. House of Represen- tatives. While in the House he was a Member of the Intelligence Committee. In 1976 he played an important role in legislation to end the Federal monopoly over the production of enriched uranium. After first casting the deciding vote in favor of an amendment which would have allowed private industry to enter Republican the field, he switched and cast his vote the other way. As a Member of the House he voted against raising Social Security taxes, against increasing the minimum wage and against a crude oil tax. He voted for strip mining controls and supported expanding the Appalachian Trail. CIA's contact with Senator Kasten (even while he was a Member of the House Intelligence Committee) has been limited. Senator Kasten is one of several cosponsors of the Senate version of the pending Identities legislation. Senator Kasten holds a B.A. from the University of Arizona and his M.B.A. from Columbia University. He served with the U.S. Air Force during 1967 and the Wisconsin Air National Guard from 1967 to 1972. Prior to embarking on his political career, he worked as a shoe company executive. From 1972 to 1974 he served as a Member of the Wisconsin State Senate. He relinquished his seat in the U.S. House of Representatives in 1978 to run for Governor of the State of Wisconsin, but was unsuccessful in his hid for that position. Island Park, New York Senator Alfonse D'Amato succeeded former Republican Senator Jacob Javits in a hotly contested campaign last November. After defeating Javits in the primary, he went on to defeat Democratic Representative Elizabeth Holtzman. He currently serves on the Senate Banking, Housing and Urban Affairs Committee; the Select Committee on Small Busness; and the Appropriations Committee, where he is a Member of the Subcommittee on Defense. CIA has had relatively little contact with the Senator since he took office. Senator D'Amato holds a B.A. and an LL.B. from Syracuse University. Prior to his election to the Senate in 1963, he was a Member of the House of Representa- tives (1959-63). Senator Inouye moved to the forefront of the American political scene during his service on the Watergate Com- mittee, a post he was at first somewhat r. reluctant to accept. He currently serves on the Select Committee on Intelligence (SSCI), where he is the Vice Chairman of the Budget Authorization Subcommittee; the Appropriations Defense Subcommittee; the Commerce, Science and Transportation Com- mittee; and the Select Committee on Indian Affairs. When selected Chairman, Senator Inouye pledged to maintain and hopefully strength- en the U.S. intelligence effort. At the same time he said the Constitutional rights of all citizens must be protected.
