htEMORANDUM FOR: Deputy Director of Central Intelligence
Director, Intelligence Community Staff
SUBJECT: SIG Meeting on Micronesia
1: On 6 August, together with the Assistant NIO for 25X1
East Asia, I represented you at the SIG meeting on Micronesia. -The meeting
was chaired by Deputy Secretary of State Clark. Following. introductory
background comments by Under Secretary James Buckley, the representatives
approved, with only minor comment, the IG-prepared policy paper recommending
that~the United States proceed with the negotiations fora Compact of Free
Association with the three Micronesian states it currently administers
under the UN Trusteeship, Accordingly, a National Security Decision
Document will be circulated .shortly in preparation for an IaSC meeting.
2, Discussion of U.S. Governmental arrangements for managing. the
relationship with the Micronesian states after the Compact is approved
occupied the bulk of the meeting. This issue had not been resolved by the
IG. Interior had insisted that it should manage the relationship with
State and Defense arguing for broader interagency arrangements. Deputy
Secretary Clark informed the meeting that he had worked out an arrangement
with Interior which, in effect, endorsed the State/Defense position.
According to his formula the management of the relationship will 6e on
three levels:
a, The IG will continue in existence as the principal policy
formulating body, reporting to the SIG, It will continue to be
chaired by State and will be comprised of representatives of Interior,
Defense, JCS, OMB and other agencies as appropriate.
b. Two subordinate committees both chaired by State and comprising
members of the IG will also be established to manage the day-to-day
relationship. The first will, in effect, be a committee of principals;
the second an executive staff. The latter will be lodged at State..
The SIG approved this arrangement in principle with OMB withholding
specific endorsement pending a review of the details involved..
3. No intelligence issues or equities were discussed. It is clear
from the arrangements, however, that the Intelligence Community will have
full opportunity to participate in further IG deliberat_ions on Micronesia
that may impact on its interests.
