SUBJECT: Position of NIO/Special Activities and
Recommendation of Candidate
1. I would like to recommend that the position of National Intelligence
Officer for Special Activities (NIO/SA) be re-established under the new
National Intelligence Council. This recommendation is based on my first-hand
assessment of the success of this function in achieving a focused concentra-
tion of analytical, collection, and management resources on critical national
intelligence issues through the Priority Collection Projects (PCPs).
2. was the Assistant NIO/SA for over five years. His
demonstrated ability to achieve a team effort throughout the intelligence com-
munity, particularly FTD, Office of Naval Intelligence, and NSA is especially
relevant to the success of a newly established NIO/SA. I is a strong
candidate for the NIO/SA position should it be re-established.
