I have received your MHQ-8188 regarding the suggestion
to close Key West Bureau in favor of a remote monitoring
operation. I appreciate your informing me of the proposal
and of the team which has been appointed to study the
matter.
After some deliberation, I decided to apprise all Key
West staffers of the situation, not only because they are
directly involved but to get their ideas. We are presently
getting our thoughts in order and I will be forwarding them
to Marty. I trust we will be able to present "our case"
on paper, if not in person.
The only concern expressed here regarding the composi-
tion of the team was inclusion of originator
of the proposal. ]: gave assurance that it was not a case of
the prosecutor also serving on the jury.
Thanks again for keeping us informed. My regards to

I have just received (letter regarding
proposal to close Key West Bureau in favor of a remote
monitoring operation. He included his memo setting up the
team and a copy of 27 November suggestion.
I have informed all staffers here of the study in
order to get their ideas on the subject. As soon as I have
the thoughts of them all I'll outline them to you in a future
letter.
I feel almost like a defense attorney. My tenure here,
short as it has been, has convinced me of the value of the
operation, and I would hate to see it discontinued unless it
were absolutely necessary.
I'm looking forward to hearing from you and will try
and obtain answers to any questions you may have. I am ready
to present "our defense" in person should you and the team
think it advisable.
