1. u?rk.;ater Roumania before the war was
primarily an aricu1tura1 country. with its fortilo
soil, reserves of mineral rosourcos and conoidorablo
?:iater-power, Roumania could have been one of tho
richost cou.ntrios in Euroi)c. However, only a small
part of her rosourcos was exploited.
2. Evo.:1 after the acquisition of Transylvania
Bukovina and Bossarabia, about three-fifths of the
area was arable la.nd and four-fifths , of tho population
were employed in a?:riculturo, forostfoy and fishing.
Industry, employing only om-twontieth of the population,
was responsible for half of the production expressed
in value. itpproxiial.tely two-thirds of all income
from exports was derived from industrial products -
chiefly oil, of which Roumania was the foremost.
European exporter.
,3. At the end of 1938, there wore 3,767
industrial establishments in Roumania. These had an
agL;rogato capital of Lei 50,100 million, and employed
about 289,000 workers. Production in 1938 was valued
at Lei 69,200 million. Production, .capital and

6. The U.S.S.R. has firmly established itself
as the major factor in the economic life of Roumania and
has assimilated every major branch of Roumania' S economy
by moans of Soviet-Roumanian calpanies in which tuo,sia
holds 50 pur cent of the shires. The machinery of State
is used to ,,ive every advanta6u to the So irons and to
squeeze out the companies not concornod in them.

formed for the exploitat ion of the molybdenum miss in
the 13111OR roion of the BANAT. Similar Companies arc to
be formed for the exploitation and industrialisation of all
mineral deposits in Roumania. The Roumanian '',.pport'' will
be constituted by the provision of the mineral deposits
.rnd necessary labour, whereas the Russia-as will su-only the
equipiznt and specialist technicians. In oxchan.:,e for this
the Russians will obtain 80?16 of the total production in
either raw !.-ILI.terials or finished products. Tho a.,rooment
is biadin, for 2o years. A further article stipulates that
similar Companies are to be formed for the exploitation of

in kind. Those examples are quoted to illustrate how
completely Roumanian Incliztrial Development has boon made
subservient to Soviet requirements.

Thu development of chromite deposits In the

ore contains 30 to 50 per cent chroMium oxide and 15 to 30
per cent iron oxide. Rich strata in the Banat are estimated
to contain reserves of 10 million tons of chromo ore. The
Tomesvar mine was exploited by the Ourmans in dorld War I
and yioldod 40,000 tons in 1017. The IX,BROIL. deposits
are considered to be the richest, with a 50% chromium oxide
'content. Their exploitation had not commencod in 1040.

VII. PETROL:Mil INbUSTRY-

fields extend from the Iron Gates of the Danube eastwards.
The Campina and floe sti region are the centre and here
also are the biggest refineries of which there were 35
in the country. Som have recently been closed down.
--Lstiraated known reserves in 1945 were 57 million tons.
Peak production appears to have been passed. Output in
1936 was nearly 9.3 million tons but by 1939 it was only
6.24 million tons.
"Astra Romans." was the largest single company
producing oil. This company was a subsidiary of the Royal
Dutch shell iToup
Owing t o the deter ior a ti on in equipment
Roumanian output fell steadily during and after the wra^ .
In 1946 only 4.193 million tons were produced. In March
1947 :3ritish companies reported that their equipment was
no longer serviceable for economic operation and only 135,000
metres were drilled in 1946 as compared with an average of
3400000 metros per annui during the War. Only 3 per cent
of the output in 1946 was available for sale in the export
market. 57 per cent went in reparations to the U.S.S.R. arc'.
40 per cent was reserved fa' home use.
The policy apparently was to make the continued
operation of the oil companies in which Allied capital was
invested, impossible ani in 1947 only 3,929 million tons of
oil wore produced. 1)eterioration of refineries, wells and
drilling machinery was held to be so groat that the industry
was considered beyond. repair. In 'larch 1947 it was calculated
that $50 million would be required to modernise the refineries
alone.
In 'larch 1948, Astra Romans. S.A. declared itself
forcibly dissolved. The Roumanian Government has thus been
able to squeem) out foreign interests without tile legal
obligation to pay for damage wilfully done.
