ENGINEERING MONTHLY REPORT
PARAGUAY BUREAU
NOVEMBER 1981
A) The following temporary modificatjons were t) formed at the
cruising position as requested byl DY cruising ST
trainer.
1. Installation of a second remote control head and Collins 651
receiver in parallel with the existing ones.
2. QRL Interference Suppressor with corresponding antennas.
3. BBH 160 Antenna's rotor wiring was extended to this position
to give them flexibility to beam the antenna for their purposes.
4. Two new antennas were constructed for them, one 100 F. long
wire beamed to approximately 220 degrees and Horizontal V beamed
to approximately 270 dparp The performance of these antennas
will be reportedi
B) Technicians went to Fortin Zalazar
Chaco Paraguayo located about miles from Asuncion to perform a
reception survey. Tests were carried out for two days using Mr.
requency list. Memorandum on survey performed has been
given o Bureau Chief.
C) Extel ASR and RO machines; second preventive maintenance of the
year as time permitted.
D) From 11 to 20 November, Embassy back-up generator was down due to
failure. Temporary emergency AC wiring using a 1.5 Kw portable
generator was installed to allow two channels of the remote system,
four cassette recorders and the telex to be used in the case of
power outage.

OPERATIONS ATTACHMENT TO THE PARAGUAY
MONTHLY REPORT FOR NOVEMBER 1981
1. The entire month of November was taken up by the visit of the
cruising survey/training team to Paraguay Bureau. Among the results
obtained are the following:
a. A frequency list for all medium wave broadcasts audible at
Paraguay bureau was compiled. This list will be kept current by
the cruising monitor.
b. A review of Panama bureau's coverage was done for backstop
purposes. Among the press agencies, Havana PRELA in Spanish/English
to the Caribbean/South America and Paris AFP in English to the
Far East were received with fair to poor reception. London REUTER
in English/French to West Africa was received with fair reception
at 1900 GMT. Among radio broadcasts, Havana International Service
in Spanish was heard with fair reception at 0000 to 0050 and 2310
to 2320. It was also heard with poor reception at 1600 to 1615.
Quito Voz de los Andes was heard with fair reception for Panama
coverage times, as was Bogota Domestic Service in Spanish at
1730 GMT. Clandestine Radio Venceremos in Spanish to El Salvador
was observed with an unmonitorable signal at 0000 GMT. Cruising
monitor will continue observations of Panama coverage at alternate
times.
c. St. George, Grenada, Domestic Service on 15045 Khz between
2000 and 2400 GMT was observed with fair to good reception,
providing the possibility of a backstop for Key West bureau.
d. Luanda, Angola, Domestic Service in Portuguese on 11955
and 9660 Khz was heard with fair reception between 0330 and 0630 GMT,
providing the possibility of a backstop for Abidjan and East Africa
bureaus. Windhoek, Namibia, Domestic Service on 4965 Khz was also
observed with an unmonitorable signal at 0400 GMT. > 5 A(f
e. Program schedules were compiled for Argentina's main
government broadcasts. Buenos Aires International Service in Spanish,
English, French, German, Italian, Japanese and Portuguese program
schedule was compiled from observations made at the bureau. The
station identifies itself as "Radiodifusora Argentina." The
domestic news and information service, Buenos Aires Radionoticias
Argentinas in Spanish, program schedule was also compiled from
observations. Buenos Aires Domestic Service in Spanish (Radio
Nacional) program schedule was compiled from observations and
from the schedule published in the English language daily Buenos
Aires HERALD.

f. A list of suggested changes for sourcelines for bureau
coverage was compiled. This was to put bureau procedures into
compliance with recent messages from FCS. List will be pouched
to headquarters for approval.
2. Buenos Aires LATIN in Spanish was either not received or
received with garbles for 92 hours and 52 minutes during.the month.
The local office reported that the problem was in New York. In
a reversal of roles, Paraguay bureau had to backstop Panama
bureau's LATIN coverage on 23 November.
3. Paris AFP in Spanish and in Portuguese were observed in the
mark position for approximately 2 hours on 16 November. Difficulties
continued and on 17 November an alternate frequency picked up by
remote antenna system had to be used:
4. Buenos Aires TELAM in Spanish also had difficulties on 30 November.
Again, an alternate frequency had to be used for coverage.
5. Buenos Aires NOTICIAS ARGENTINAS in Spanish was either not
received or received with garbles for a total of 10 hours and 35
minutes. Information transmitted seemed to indicate that there
were transmitter problems in Buenos Aires.
6. Local police confiscated Rio de Janeiro 0 GLOBO and Sao Paulo
FOLHA DE SAO PAULO, both in Portuguese, on 22 November. Articles
on Paraguay were the problem and in FOLHA a series caused further
confiscations from 25-30 November. An unsuccessful attempt was made
to enlist help of American Consulate in Sao Paulo to obtain
missing numbers of FOLHA.
7. Sudden Ionospheric disturbances occurred on 11 and 12 November.
The first SID affected all frequencies below 6 mHz and affected
monitoring of the opening of the River Plate foreign ministers
conference in Santa Cruz Bolivia. The second SID affected all
frequencies above 4 mHz and lasted for 1 hour and 23 minutes.
8. The Paraguayan weekly Asuncion LA REPUBLICA in Spanish was
added to coverage on a trial basis.
