The theodolite was graduated in grads ( 400 grads to a complete circle), minutes ( 1.00 minutes per grad), and seconds (100 seconds per minute). This was utilized'for both horizontal and vertical angle measurements, Geodetic Instruments Department at Arsenal. No le The Soviet appren ices assigned to work received on-the-job training 25X1 which was too. abbreviated to provide them with ade- quate experience.. As soon as the Soviet supervisors thought the apprentices were ready for acti.cal work, they were taken out of the department and were reassigned to wor al production. None of the Soviet apprentices remained longer 25X1 than three months. In the beginning, two Soviet apprentices were assigned to work with each of the six German specialists; later on as many as 50 Soviet trainees. Fraternization with these Soviets was prohibited and conversation other than that concerning the work was forbidden. here were never any shortages of supplies ,or equipment. owever fine sheet metals were difficult .to obtain and their use was closely supervised. Metals such as brass, aluminum alloy, and steel were used in the production of geodetic instruments at Arsenal No 1. The metal most generally used was brass. Regarding methods of production,,I I the sole interest of the Soviets was in copying other than the redesign of the theodolite (to the Zeiss design , no now design or construction was undertaken at the Arsenal wo German specialists, Doering and Dro Schorsch, may. have been consulted in some. design work.
