In order to facilitate controls, in September 1952 Rumania was divided into 28 administrative regions. These regions replaced the old districts. Each region is subdivided into Rayons (Raion in Rumanian) which are in turn divided into Communes (Commune in Rumanian). 2. The Region is an administrative and economic unit responsible directly to the central organization of the country. It is formed of Rayons and Regional towns. The town in which the Regional People's Council resides is known as the Regional Center. 3. The Rayon is a territorial unit formed of villages and Communes, It is a political and economic unit responsible to its Regional Center. The town in which the People's Council for the Rayon resides is known as the Rayonal Center. The Commune is an administrative and economic unit formed of one or more villages. It is responsible to its Rayonal Center. The locality where its People's Council resides is known as the Communal Center. 5. The principal cities of the country which represent a special political or, economic interest to the country are not responsible to Regions but directly to the central government. 6. Smaller cities which may represent a special interest to their Region are not under Rayon administration but are responsible to their Regional Center. 7. Bucharest, Rumania's capital, is responsible directly to the Rumanian cen- tral government. It is subdivided into 8 rayons: Stalin, 1 May, 23 August, Tudor Vladimirescu, Nicolae Balcescu, Lenin, Gheorghiu Dej, and Grivita Rosie. CLASSIFICATION SECRET/CONTROL - U. S. The various military headquarters are set up in each Region and Rayon in the different Regional and Rayonal Centers. In Bucharest there is a military headquarters in each of the 8 Rayons. Each is responsible to a central military headquarters of the city. These military headquarters are under their various Regional and Rayonal organizations for adminis- tration. 9. The Militia and the Security follow the same organizational plan out- lined in paragraph 3, above, for the Regions and Rayons throughout the country as well as in the city of Bucharest. 10. The principal cities responsible directly to the central government are: Bucharest, Cluj, Constanta, Galati, Iasi, Oradea, Ploesti, Stalin, and Timisoara. 12. The Region of Arad is divided into 5 Rayons: Arad, Crisul, Gurahont, Ineu, and Lipova. The Rayon of Arad is divided into 32 Communes, Crisul 22, Gurahont 25, Ineu 25, and Lipova 23, 13. The Region of Arges is divided into 8 Rayons: Costesti having 28 Conerunes, Curtea de Arges 21, Gaesti 29, Muscel 22, Pitesti 39, Slatina 36, Topoloveni 20, and Vedea 27. 14. The Region of Bacau is divided into 8 Rayons: Bacau having 34 Communes, Buhusi 15, Ceahlau 11, Moinesti 20, Piatra Neamti 25, Roman 28, Targul Neamti 15, and Targul Ocna 17. The Region of Bacau also contains 2 Regional cities: Piatra Neamti, and Roman. SECRET/CONTROL - U. S. The Region of Baia Mare is divided into 7 Rayons: Lapus having 16 Communes, Sighet 15, Satu Mare 28, Ouasului 13, Cehul Silvanei 20, Carei 25, and Baia Mare 24. Satu Mare is a Regional city. 16. The Region of Barlad is divided into 5 Rayons: Barlad having 35 Communes, Husi 28, Murgeni 18, Vaslui 34, and Zeletin 24. 17. The Region of Bihor is divided into 7 Rayons: Alesd having 19 Communes, Simleul Silvanei 21, Salonta 17, Marghita 19, Oradea 24, Beius 33, and Sacueni 15. 18. The Region of Botosani is divided into 5 Rayons: Trusesti having 17 Communes, Botosani 20, Dorohoi 18, Darabani 13, and Saveni 13. 19. The Region of Buzau is divided into 6 Rayons: Buzau having 33 Communes, Mizil 23, Cislau 28, Carpinistea 22, Ramnicul Sarat 34, and Pogoanele 15. 20. The Region of Bucharest is divided into 8 Rayons: Crevedia having 20 Communes; Giurgiu 23; Mihaesti 24; Oltenita 18; Snagov 20; Racari 36; Vidra 22; and Branesti 16. In addition there are the Rayons of the capital as mentioned in paragraph 7, above, to which the following Communes are responsible: Baneasa; Chiajna with the village of Dudu; Colentina with the village of Fundeni; 30 December with Balta Alba; Dobroesti; Dudesti Cioplea; 16 February with the villages of Costeasca, Giulesti Sarindari, and Giulesti Sarbi; Grivita Rosie; Militari; Pantelimon; Popesti Leordeni with the villages of Romani, Condurati, and Leordeni; Rosu; and Tudor Vladimirescu. 21. The Region of Cluj is divided into 8 Rayons: Aiud having 22 Communes, Cluj 30, Campeni 20, Dej 27, Gherla 21, Huedin 25, Jiboul 23, and Turda 33. Turda is a Regional city. 22. The Region of Constanta is divided into 5 Rayons: Marsova having 14 Communes, Constanta 21, Istria 17, Adamclisi 20, and Medgidia 18. 23. The. Region of Dolj is divided into 9 Rayons: Bals having 22 Communes, Bailesti 17, Brabova 18, Caracal 27, Corabia 17, Calafat 12, Sadova 18, Plenita 20, and Craiova 38. 24. The Region of Galati is divided into 7 Rayons: Galati having 19 Comiiiunes, Bujorul 17, Braila 23, Faurei 27, Calmatui 17, Macin 15, and Tulcea 27. Braila is a Regional city. 25. The Region of Prahova is divided into 7 Rayons: Campina having 29 Communes, Cricov 27, Ploesti 44, Pucioasa 17, Sinaia 6, and Targoviste 37. The towns of Targoviste and Campina are Regional cities. 31. The Region of Putna is divided into 6 Rayons: Aiud having 24 Cornn0unes, Focsani 31, Vrancea 17, Panciu, 14, Maicanesti 18, and Tecuci 20. 32. The Region of Rodna is divided into 4 Rayons: Bistrita having 23 Com- munes, Viseul 17, Nasaud 19, and Beclean 18. 33. The Region of Severin is divided into 5 Rayons: Resita having 20 Com- munes, Caransebes 26, Mehadia 23, Moldova Noua 13, and Oravita 21. 34. The Region of Sibiu is divided into 6 Rayons: Sighisoara having 28 Com- munes , Medias 31, Agnita 21, Fagaras 22, Sibiu 31, and Sebes 26. Medias is a Regional city. 35. The Region of Stalin (Brasov) is divided into 6 Rayons: Ciuc having 22 Communes, Odorhei 32, Racos 28, Sfantul Gheorghe 21, Stalin 37, Targul Sacuesc 23, Predeal and Sfantul Gheorghe are Regional cities. 36.
