In 1949 a few Rumanian arms factories, such as Breiner.a at Stalin (Brasov), recommenced limited production of war material. By the end of 1950 and early 1951 considerably more attention was directed to the pro- duction of armaments, The Council of Ministers decreed that all factories engaged in this work must create a separate service which was given the name of Special Problems. 2. -A large Special Problems office was established in Bucharest and several factories set up their respective branch offices. The function of Special Problems was to implement all important orders for war materiel. The Special Problems chief in each plant worked directly with the plant manager. Only these two men had access to the correspondence of the new office which was stamped "secret". The plant chiefs had to be members of the party and were closely watched, 3. Special measures were taken for the establishment of the service in Bucharest. It was located in an old building which was equipped with an armored door, special locks, barred windows, and a large safe or strong room. All correspondence was locked in this safe, 25X1 4. I., Chincea was chief of the Special Problems service in 1951. Chincea was an -official of Resita with no technical background and he represented Special Problems at the Ministry of Armed Forces in Bucharest. 5. A Special Problems Service was established at Resita, in early 1951. 6, the organization of Special Services and other developments indicate quite clearly that Rumanian industry will be converted by the end of 1952 to armaments production. There is a. rumor current that .the USSR will sanction only piece work production of heavy armament in Rumania.
