I lunched today with General Fitch to explain the background and purpose of the NIPE Staff. I taAmd mostly about the two task forces under Nolting and the review authorized by the Secretary of Defense of NSA. STATINTL STATINTL 2. Two specific points of some importance developed. a. NPIC. General Fitch said that the Joint Chiefs of Staff were disturbed by the Agency's response to their inquery about the transfer of NPIC to the Secretary of Defense in the event of war. According to General Fitch, JCS regards the answer as evasive. I said that I was only ~bg was my impression there background of this request but th was concern in certain quarters of the Agency about the proposed definition of "outbreak of war." There seemed wording in the ev entsof some vague to be some fear that as to justify the minor disturbance that conversely there was hsome fear General Fitch on the part of the Military that CIA was attempting tod s get out of its commitment General entirely. Fitch appears to feel in a very amicable way. that this is an CIA and the JCS and one which can difficulties between be, he thinks, easily resolved. I transmitted the Director's request to General Fitch to inform himself of the facilities and services available in the Agency and the Director's desire that DIA make full use of these facilities. I said that where appropriate the Director proposed that CIA make full use of the facilities and services of DIA.
