Mr. President. on Thursday of last week, upon coming on the floor of the Senate, I learned there had been an extended colloquy about a letter written by the Director of the Cen- tral Intelligence Agency-to the St. Louis Globe Democrat, obtained a copy of the letter, and stated my regret that it had been sent. It was not until later that I learned the Senator from Arkansas had criticized the Globe Democrat and that apparently some people thought I was on the floor w:.en he made his remarks. For the record, I do not agree with the Senator's characterization of the Globe Democrat as a "rather radical newspaper." I believe it could be more accurately termed "a rather conservative' paper." . Nor do I believe the Globe Democrat "takes a radical position on foreign pol- icy." Its position on South Vietnam has been close: to my own-"move forward or move out." I believe Richard Amberg, publisher of the St. Louis Globe Democrat is a man of high character, and an able and pa- triotic American, and had I been on the floor at the time the Senator from Ar- so stated. Some 11 years ago Mr. Amberg came' to St. Louis to take over this newspaper,' Since then he has worked at least as hard as anyone in Missouri to make our town a finer place in which to live. The worthy causes he has supported are le- gion; and the area is a better area be- cause of the many fields of civic progress not. want any record to imply otherwise.
