O'Connor is scheduled to testify on refugee problems in Laos next Tuesday,
9 May. On 3 May, a Mr. Gladson of AID's Office of General Counsel told me that
Senator Fong has volunt t.red to insure that Kennedy does not get away with usin
statements in ?the.,GAO report out of context

,he will be familiar enou hk with the GAO report to challenge any out-of-context
allegations by Kennedy.

AID's proposed declassification of related material in the O'Connor testimony to
. Symington, that, in view of largely unfounded allegations about CIA use of AID
