Dear Senator Proxmire:
In heariLigs on May 17 in respect to the economic
assistance program for Latin America, you asked me
whether there is a relationship between the public
safety program and the CIA in Latin America (pp 349 -
350 of transcript). In response to this question I
indicated that, in total honesty, I knew nothing about
the matter. I can. state now, unequivocally, that there
is no case in which public safety programs are being
used to provide cover for the CIA in Latin America.
Indeed, the same can be said in respect to the entire
A.I.D. program in the hemisphere.
