1. (Unclassified -GLC) Called Cathy Snider, in the Oklahoma City
office of Senator Henry Bellrnon (R. , Okla. about the letter we had received 25X1A
from the Senator about the interest of in Agency emplo?yrment.
I suggested that instead of making a trip to Washington just fc~r
the purpose of an interview we could arrange to have one of our recruiters
visit her the next time he is in Tulsa. Miss Snider said she thought this
was a good idea and we would include this suggestion in a letter we are
a ending the Senator at his Oklahoma City office.
2. (Unclassified -GLC) Called 5X1A
and advised him our personnel people had reviewed hi~~
resume an un ortunately we did not have an opening that we thought he would
be interested in. He said he had several other possibilities lined up and
thanked us for looking into the possibilities far him.
3. (Confidential - JMM) Talked to Chairman Lucien Nedzi, Intelligence
Operations Subcommittee of House Armed Services Committee. regarding his
visit to Headquarters scheduled for 29 November. Mr. Nedzi, who plan;> to
arrive at L0; 30 a.. m. that morning, said he would like to get away by 2:00 p. m.
and indicated he was not in favor a.~ a particularly long lunch. I suggested
that in view of his previously expressed interest in community coordination,
Vietnam and the classification problem we schedule him with Mr. Tweedy from
10:30 to 11:15, Mr, Carver from 11:15 to 12:00 and Mr, Warner from 12:00 to
12:30 followed by a 45-minute lunch with the Director ancT~a tour of the Cuban
Missile. exhibit from 1:15 until 2:00. He said this sounded fine.

_Armed _Services Committee, and briefed him on construction of facilities in
Libya and Syria and on Soviet combat ships en route to Cuba.
3, (Confidential - GLG) Left with Representative Henry Reuss material
pulled together by UER, having to do with U. S. trade with t:he
Soviet Union. This was in response to a request made by the Congressman 25X1A
at our briefing on 20 November,

3. (Unclassified -JMM) Called Rob Mosbacher, Staff Assistan?: to
Senator Howard Baker, to remind him of our outstanding invitation for liim
and Senator Baker to visit Headquarters for a lunch or breakfast and look
around the Agency, He said the Senator was in Puerto Rico and planned, to
spend only one day in Washington between now and January but he would pass
the word the first opportunity, I mentioned the Cuban missile exhibit a~~
something the Senator might be interested in.
I told Mosbacher that if the Senator wasn't available we would be
very happy to have Mosbacher come out for a lunch with and rne. 25X1A
Mosbacher will be back in touch with us.
4, (Confidential -JMM) Called Representative Lucien Nedzi,
Chairman, Intelligence Subcommittee, House Armed Services Committee,
to say we hoped to take advantage of the present lull to have him out .for a
visit, and mentioned the Cuban missile exhibit which he might find interesting.
I suggested Wednesday, 29 November, as a date when the Director might be
available. Mr, Nedzi agreed to this date and said since he lived in the
neighborhood he could get himself out that morning and would like to talk
about a number of things including what the Agency was up to in Indochina,
how things are going with the intelligence community (commenting that there
was a lot of noise about this last year but he had the impression nothing much
had happened since), and anything else we thought important, I said I would
call back to confirm after checking on the Director's availability,
Mr. Nedzi asked if I had read Lyman Kirkpatrick's article in the
Naval War College Review about the Bay of Pigs, which he said "puts thf:
finger on the CIA for the whole Bay of Pigs operation. " I said we would be
glad to talk about that too--there was plenty of blame for everybody.
Later in the day I called Mr, Nedzi to confirm the invitation for
Wednesday, 29 November, He said he would drive himself arriving at lt); 30,
In addition to Indochina and the reorganization of the intelligence community,
he would like to talk about the implementation of the new directive on
classification.

5. (Confidential - JMM) Called Frank Slatinshek, Chief Counsel.,
ouse_Ar_med_S_ervices__Committee, and told him of our proposed letter to
Representative Les~Aspin's query last June about Alfred McCoy's allegations
of the Agency's involvement in the illegal narcotics traffic. Slatinshek ~~aw
no problem with the letter but recommended we check it with Chairman
Nedzi, Intelligence Operations Subcommittee.
I told Slatinshek of plans .for Chairman Nedzi to visit Headquarters
for lunch and some briefings next week, but Slatinshek said that in addition
to any personal briefings, Nedzi planned early Subcommittee meetings,
prior to the holidays, to hear from both CIA and Defense on how the President's
reorganization of the intelligence community last year is working out.
6. (Secret -GLC) Ed Braswell, Chief Counsel, Senate Armed
Services Committee, visited the Agency for a briefing on a sensitive project
followed by lunch and a visit to the Cuban missile exhibit. We also talked ~.
with him about several alternatives for tightening up the situation concerning
disclosures of classified information. Braswell agreed with the position of
Frank Slatinshek, House Armed Services Committee staff, on this subject,
favoring legislation to protect intelligence sources and methods rather tYian
a propasal to establish a new category of "intelligence data. "

"The Abuse of Psychiatry .for Political Repression in the Soviet Union" was
going to press at GPO today. After checking with CA Staff, 25X1A
we suggested to the Library that the Agency ride the jacket (#84-417) for
100 copies of this publication. will handle the distribution. 25X1A

$. (Confidential - JGO) Met with Miss Helen Boyle, Secretary
to Representative George H, Mahon (D. , Texas), who told me that
Chairman Mahon's plans are very uncertain. He is travelling throughout
the district giving talks in various ?places and could return to Washington during
the next week, The odds are about even, however, that he might not came
back until some time after Thanksgiving,
9. (Secret - JGO) Met with Mr. Frank Slatinshek, Chief Counsel,
House Armed Services_Committee, who told me that since his request of
Friday anumber of matters have come up within the Committee which will
require several staff people to be away from the city within the next~we~ek or
so. In consequence, he would like to wait a bit before scheduling the
Committee professional staff for a visit to Headquarters for a briefing ~on
the Agency and the Cuban missile crisis. He does want to get the
professional staff out to Headquarters for briefing during the recess,
I briefed Slatinshek on the Chinese CSS-X-3 missile; Syrian air
defense capability; and Soviet underground testing at Semipalatinsk.
10. (Secret - JGO) Met with Mr. Ralph Preston, House Appropriations
Committee staff, who mentioned that in the early discussions about
Representative Whitten's (D, , Miss.) itinerary there was some concern -_.
about the unrest in Argentina and that in the event a critical situation ?
should arise during the course of the trip, Whitten would be given amp1E~
warning. I told Preston that this would be covered in the briefing on
Thursday but that this would not appear to be the case even though
Mr. Juan Peron may be arriving back in the country late this week, It
was agreed that I would pick up Whitten and Preston at the Rayburn Bu.i~.ding,
South Capitol Street entrance, at 10:30 a, m, Thursday,
I briefed Preston on the Chinese CS5-X-3 missile; Syrian air
defense capability; and Soviet underground testing at Semipalatinsk,

10. (Confidential - JGO) In meeting with Frank Slatinshek, Chic;f
Counsel, House Armed Services Committee, he requested if ?possible that
the professional staff of the Armed Services Committee, all of whom si?t
in on the Director's briefings, be included in the schedule to view the Cuban
missile crisis display and while they are at Headquarters be given an
updated briefing on the Agency. It was agreed that I would meet with
Slatinshek the first of the week to review the topics he deems desirable
for inclusion in the Agency briefing.
11. (Confidential - JGO) Received a call from. Jack Brady, Hou:~e
Foreign Affairs Committee staff, who asked if I could bring someone by
on Monday morning to assist him in review of the staff notes on the origins
of Agency involvement in coordinated Federal activities relating to narcotics.

12. (Confidential - JGO) Late in the day I talked to Ralph Prest~~n,
House Appropriations Committee staff, about the travel itinerary for
Representative Jamie Whitten's (D. , Miss.) trip to Latin and South AmE:rica.
Preston filled me in on the changes that had been made since our last
conversation and said that he will be meeting, or at least talking to,
Mr, Whitten probably each day next week. In consequence, he did sugg~ast
holding off at the moment on a cable to the field. Mr. Shackley, WH
Division, has been advised,

7,; (Confidential - GLC) At lunch today I raised with Ralph Preston,
Staff Assistant, House Appropriations Committee, the issue of the recent
prohibition on the payment of shipping expenses of foreign made vehicles
after 31 December 1972 (see Journal of 9 November). I asked if any considera-
tion could be given to those employees who had purchased vehicles prior to
the imposition of this rule in October of this year. Preston said Chairman
Mahon was adamant on this issue. He said the Chairman will not permit
any exceptions whatsoever regarding this ruling. He added that any employee
who purchased a foreign made vehicle prior to October of this year could
have the shipping cost to the U. S. paid by the Government only if the vehicle
is shipped prior to 31 December 1972.
8. (Confidential -JMM) Frank Slatinshek, Chief Counsel, Hou:>e
Armed Services Committee, and Ralph Preston, Staff Assistant, House
ppropriations Committee, visited Headquarters for a briefing by DDS8~T
on a sensitive technical collection project. All indications were that thE;y were
satisified with the briefing and are prepared to support the project, Prior
to the briefing they toured the exhibit on the Cuban missile crisis on which
they were briefed by OSA, and 25X1A
NPIC. Following the briefing they attended a lunch hosted by the Execu?~ive
Director and attended by representatives of the DDS&T, IC, and OLC.
9. (Confidential -JMM) Martha Mewborn, in the office of
Representative W. S. Stuckey, called to say a constituent had been in touch
with someone in Air America named Dick Johnson regarding a position ;~.s
a helicopter pilot, but Stuckey's office,in trying to follow up on this application,
had found there is no one of that name in the Air America office. I said I
could only suggest that she call the Air America personnel officer, and
perhaps arrange for the constituent to submit a new application for employ-
ment.

4. (Confidential -LLM) Mr. Fisher, in the office of Representative
Olin Teague (D. , Texas), called and asked if we would relay to the wife of
an Agency employee assigned abroad that her grandmother had died.
5. (Internal Use Only -LLM) Met with Messrs. Donald Sanders,
Chief Counsel, and Richard Schultz, Associate Chief Counsel, House Int~~rna1
Security Committee, concerning the prospects for broadening the applic~~tion
of 50 U, S. C. 7$3(b) (Scarbeck statute). Neither were terribly optimistic:
that any committee effort in this direction would be successful but they agreed
that there was a gap that needed to be closed, that they would study the pro-
posal carefully, and that they would endeavor to obtain Chairman Ichord's
reaction, They clearly understood that this was merely an informal effort
to staff out alternatives and that no policy decisions have been made. TY~ey
agreed to treat the matter on that basis.
6, (Confidential - JMM) Mr, Warner and I met with Frank Slati,nshek,
Chief Counsel, House_A_r_med Services Committee, and explained to him OGC's
proposal for amendments to the National Security Act designed to more
effectively protect intelligence sources and methods, S.latinshek commented
that he was "all for us" in seeking such amendments and that his only concern
was whether we could get the support we needed from the Administratioxi, or
whether the introduction of such proposals in the Congress might open u:p
questions which we would prefer not to have raised. In any event he is clearly
prepared to support whatever proposal we finally decide upon,

1. (Internal Use Only - JGO) In the absence of Mr, Herbert
Hoffman, House Judiciary Committee staff, I left with Mrs, Pratt, his
Secretary, several unclassified documents relating to the status of the
Espionage Act together with recommended changes in the findings of
the President's Commission on Crime for the codification of the criminal
law.
2. (Internal Use Only - JGO) In response to his call, I picked
up a number of documents from Jack Nor el, Senate Internal Security
Subcommittee staff, for delivery to OS,
3, (Secret - JGO) Met with Mr, Ralph Preston, House Appropriations
Committee staff, who told me that he talked to Representative Jamie L,
Whitten (D. , Miss.) today and that Representative Whitten will be in the
office early next week, Although Mr, Preston told him that an Agency
briefing has been scheduled prior to their departure, he did not touch on
any of the details. At this time Mr. Preston does not know when to expect
Representative Sikes (D, , Fla.) but he does not expect that he will be back
in the city for at least a week,
As for Friday's meeting here at Headquarters for briefing by
Mr. Duckett, DDS&T, Mr, Preston will drive himself to Headquarters.
I briefed Mr, Preston on Secretary Brezhnev's illness and Soviet
testing of a new small ICBM,
4. (Secret - JGO) Met with Mr, Frank Slatinshek, House Armed'
Services Committee staff, and confirmed with him the meeting at 10:30 ~~,. rn,
Friday, 10 November, for briefing here at Headquarters by Mr. Ducketf: on
a sensitive matter, I will pick Slatinshek up at 10:00 a..m. at the Rayburn
Building and bring him to Headquarters,
I briefed Slatinshek on the Soviet testing of a new small ICBM and
Secretary Brezhnev's illness..

4. (Confidential - JGO) Met with Mr, Ralph Preston, House
Appropriations Committee staff, and reviewed the present travel plans
for Representative Jamie L, Whitten's (D, , Miss.) Latin and South American
trip, 18 November through 13 December, The brie:ing for Representative
Whitten far 16 November will be at Headquarters with lunch, The time
schedule will have to be worked out with Mr. Whitten after the election,
Mr. Preston told me that Representatives Mahon and Rhodes could pos:~ibly
be included in the trip and asked if there would be any problem of Rhodes
sitting in on Agency briefings, I assured Mr. Preston that there would be
none. General. Walters, DDCI, and Mr. Shackley, WH Division, have been
advised.
I briefed Mr. Preston on several matters of current intelligence:

5, , (Secret - JGO) In meeting with Ralph Preston, House Appropriations
Committee staff, today I scheduled a Headquarters briefing and luncheon
for him with Messrs. Duckett, DDS&T, and Proctor, DDI, for Friday,
10 November, at 10:30 a. rn, I told Mr. Preston that while he was here [
would hope to take him through the Cuban missile crisis exhibit, Messrs.
Duckett and Proctor have been advised.
6. (Confidential - JGO) OCI, and I met with 25X1A
Representative O. C. Fisher (D, , Tex.) in his office. Representative Fisher
explained that he is travelling throughout the Pacific area at the request of
Chairman Hebert, House Armed Services Committee, to identify insofar as
possible the nature and amount of military supplies and equipment that vJill
be remaining in the field as a result of the pending Vietnam cease-fire. He
does not anticipate that he will have any need for contact with Agency
representatives or have special Agency briefings, Should the need arise:,
contact will be made through the Ambassador. riefed 25X1A
Representative Fisher on the current political situation and responded tc~
his questions concerning the various elections and the political personalities
involved. Representative Fisher indicated that he will be willing to rnee:t
with us on his return.

_Services Committee staff, and scheduled a briefing and luncheon with
Messrs. Duckett, DDS&T, and Proctor, DDI, for next Friday, 10 November,
at 10:30 a. rn. Mr. Slatinshek is also interest in the Cuban missile crisis
exhibif,.
I also briefed Mr. Slatinshek on Soviet use of ICBM on-board
digital computers and dismantling of ABM launchers.
8. (Unclassified - LLM) Left a message for Miss Pollack, in
the office of Representative Joseph Minish (D. , N. J. ), to give me a
call when she returns to the office next Tuesday in connection with a
survey she is conducting for Mr. Minish. The survey concerns the ro1/~
of several Federal agencies in fighting the drug problem. (See 24 Octo"ber
' 72 Journal. )
