10. I (Bill Woodruff, Counsel, Senate Appropriations
Committee, called and asked if I could refresh his memory on the title of the
Soviet film which he and Bob Michaels, who was on the House Appropriations
_Co viewed here at Headquarters some years ago. After checking
with of CRS, I advised Woodruff the film he saw was a Soviet
training i m en i e "True Sons of the People; " that he and Michaels saw it
on 24 April 1969. He has been asked to look at a Soviet film and he wanted to
see if it was the same one he had seen earlier, but it is not.

Talked to Ralph Preston, Staff Assistant,
ouse Appropriations Committee about the proposed trip of Representative
Jamie Whitten and Preston to Latin America, I said we would be glad to
I f?rovide them with briefings

basis of recommendations by Chief, WH Division) that they might want
to visit Venezuela and Ecuador and, if they should venture further south
might find Brazil and Peru interesting. I said :Panama was fairly tricky now
and they better consult State Department about a visit there, that we would
advise against a visit to Guatemala at this time, that there was not much going
on in Nicaragua and Costa Rica, that it was not a good time to visit Argentina
and certainly Chile.
FYI, , -_=Svlr, Preston asked if there would be any problem if a member of the
Agriculture Subcommittee staff came along. I ,said we could clear him and cut
him in on situation briefings but certainly not Agency matters.

Met with Mr. Bruce Meredith, Staff
Assistant to 'hairman Mahon, House Appropriations Committee, who told
me that the agreement reached in conference on the debt limit bill concerning
spending limitations would restrict the President only to a maximum of
20 percent of any functional area of expense set forth in the budget. This
would, of course, allow discontinuance of complete programs within a given
function as long as the 20 percent was not exceeded. The provision as
presently drafted would give the President authority to limit such spending
without regard to any other law and could therefore be utilized as authority
to cut back on Agency spending. It was Mr. Meredith's opinion that the
Senate vote on the original Senate position to designate certain areas that
the President could not cut may result in Senate rejection of this conference
report when it is considered by them today. It was also his opinion that it
would not be possible for the Congress to close out today because of this 25X1
matter and could well keep the Congress in session until Thursday.
