Miss Driscoll advised that the European leg of Representative Cederberg's travel had been cancelled; that he was traveling today from Bangkok to Singapore and will be going on to Jakarta on 1 December; to Hong Kong for an overnight stop on 3 December; and back to the States. Mahon (I). , Texas), Chairman of the House Appropriations Committee, and learned that the Chairman is expected back in the city some time today. Miss Kayali said that in the absence of Miss Helen Boyle, Representative Mahon's ;personal secretary, his schedule is unknown at this point. She suggested that I call in the morning when the staff will have had time to learn Mahon's plans. 7. I I Talked to Representative Olin E. Teague (D. , Texas) who had suggested earlier that he would like to meet with Mr. Carl Duckett, DDS&T, for overall briefings and discussion of space activities. Teague told me that his present situation is such that he would like to put off the meeting until January. I am to call him after the first of the year. I received from him an updated copy of the travel itinerary. In another context Kuhl told me that the Bureau background investigation on Jerome I. Levinson was completed on 23 October but that security processing of Mr. Jack Blum who will be working with Mr. Levinson on the Multinational Corporations Subcommittee is just now in process. 2. I I Met with Mr. Ralph Preston, House Appropriations Committee staff, and received from him an alternative travel schedule to Sao Paulo if Buenos Aires is cancelled. Mr. Shackley, WH Division, has been advised. 3. Talked to Mr. Robert Blum, Senate Foreign Relations Committee staff, and told him that the purely mechanical processing of the documents selected for declassification will be completed hopefully this weekend. Colby, Karamessines, Shackley, Maury and Subjects discussed during the briefing and luncheon conversation included Communist (Soviet, Chinese and national) influence in the WH area generally and Cuba in particular; the political and economic picture in the areas to be visited (Mexico, Venezuela, Brazil, Argentina, Peru and Ecuador); problems and prospects involved in the developing petroleum industries in the area; arms purchases (U. S. versus European). It was agreed that if we saw serious tensions developing in Argentina in connection with the return of Peron we would notify Mr. Whitten so that he could change his itinerary, in which case we would recommend a visit to Sao Paulo. 2. I I In response to her call, met with Marsha Malts, House pp-rgpria i ons Committee staff, and picked up the detailed itinerary for Representative Jamie L. Whitten (D., Miss.) who will be departing Saturday morning for Latin and South America. This latest itinerary does not contain any changes but does set forth the `a.rious appointments scheduled for foreign nationals. Mr. Shackley, WH Division, has been advised. 3. 1 1 Jack Norpel, staff member of the Subcommittee on Internal Security of the Senate Judiciary Committee, called to alert us that the latest issue of the magazine, Computers and Automation, contained an extensive article concerning the Agency computer program. I I I called Ralph Preston, House Appropriations Committee and asked his opinion of using the opportunity while Representative Whitten (D. , Miss.) is visiting Headquarters to brief him on a sensitive project. It was Preston's opinion that such a briefing on this visit would be counterproductive that Mr. Whitten would not want to spend the time during this visit. As an aside Preston noted that since Whitten was interested in a briefing on South America he might not be interested in spending very much time on the Cuban missile crisis display. Preston told me that he would be leaving at noon with the congressional delegation for Representative Bow's (R. , Ohio) funeral in Canton, Ohio. Woodruff said he would try to get us a copy of Senator Inouye's itinerary. 4.1 1 Made arrangements with Ed Braswell, Chief Counsel, Senate Armed Services Committee, for him to visit Headquarters on Tuesday, 21 November, for lunch and a briefing on the sensitive Agency project. 5. I I John MacKenzie, Congressional Relations, Department of State, ca-lied to say Senator Henry Bellmon was anxious to get a copy of "the briefing on Soviet crop conditions which CIA provided to Department of Agriculture. " After checking wit D/OE (1A I called MacKenzie back to say that while we have done a number of papers on this general subject, they were all clas?;ified and not suitable for Bellmon, who departs tomorrow, to take with him on his trip. I said the Department of Agriculture had prepared unclassified material on the subject and felt sure Senator Bellmon could get what he wanted from them. 6. Met with Mr. Charles Snodgrass, Agriculture, Environmental and Consumer Protection Subcommittee staff, of House AppropriatQns_.Cpmmittee. and received from him a copy of the latest itenerary of Representative Jamie Whitten's (D. , Miss.) travel to Central and South America. 7. I IMet with Mr. Herb Hoffman, House Judiciary Committee staff, who told me he had reviewed the material given to him last week concerning the status of the Espionage Act and Agency proposals for change in the recommendations of the President's Commission o Codification of the Criminal Law. Hoffman told me he would appreciate an explanation of these proposed changes. He said also that he will be pleased to meet with Agency representatives at their convenience. Messrs. I I Met with Miss Helen Boyle, Secretary to Representative George H. Mahon (D. , Texas), who told me that Chairman Mahon's plans are very uncertain. He is travelling throughout the district giving talks in various places and could return to Washington during the next week. The odds are about even, however, that he might not come back until some time after Thanksgiving. 9, I I Met with Mr. Frank Slatinshek, Chief Counsel, House Arme ervices ommittee, who told me that since his request of Friday a number of matters have come up within the Committee which will require several staff people to be away from the city within the next week or so. In consequence, he would like to wait a bit before scheduling the Committee professional staff for a visit to Headquarters for a briefing on the Agency and the Cuban missile crisis. He does want to get the professional staff out to Headquarters for briefing during the recess. I briefed Slatinshek on the Chinese CSS-X-3 missile; Syrian air defense capability; and Soviet underground testing at Semipalatinsk. 10. Met with Mr. Ralph Preston, House Appropriations Committee stall, w no mentioned that in the early discussions about Representative Wkitten' a (D. , Miss.) itinerary there was some concern about the unrest in Argentina and that in the event a critical situation should arise during the course of the trip, Whitten would be given ample warning. I told Preston that this would be covered in the briefing on Thursday but that this would not appear to be the case even though Mr. Juan Peron may be arriving back in the country late this week. It was agreed that I would pick up Whitten and Preston at the Rayburn Building, South Capitol Street entrance, at 10:30 a, m. Thursday. Talked to Ralph Preston, House Appropriations Committee staff, who told me that in general all he knew about Representative Bow's (R. , Ohio) death is what has been reported by the press, that he died this morning of a heart attack. Washington funeral will be Wednesday morning at Gawler's Funeral Home, Washington, at 9:30 and later in Canton, Ohio. Preston told me that Representative Whitten (D. , Miss.) is in town and has put final approval on Thursday for briefing and lunch at Headquarters prior to departure on Saturday for Mexico City. I will pick up Whitten and Preston at 10:30 a., m. at the Capitol. As for other Committee members, it is expected that Mr. Mahon will be returning to the city early the week of 20 November. Mr. Sikes, however, at this time may not be returning to the city until January. 25X1A 2. I I Messrs. NARCOG, I 5X1A FE Division, and met with Dr. John Bray and Mr. Robert Boyer, House Foreign Affairs Committee staff, and reviewed with them and explained certain portions of Committee notes relating to organization of the Executive branch and the involvement of the Central Intelligence Agency in coordinated Government narcotics program beginning in October 1969. There were no followup questions from this meeting. 3. I I John Goldsmith, Senate Armed Services Committee staff, calmed to say that he had talked with Senator Stennis about his trip and the Senator said nothing to him to fan or fuel the apprehension which Jack Maury expressed to him last week. I I At lunch today I raised with Ralph Preston, Staff Assistant,- Ouse ppo_priations Committee, the issue of the recent prohibition on the payment of shipping expenses of foreign made vehicles after 31 December 1972 (see Journal of 9 November). I asked if any considera- tion could be given to those employees who had purchased vehicles prior to the imposition of this rule in October of this year. Preston said Chairman Mahon was adamant on this issue. He said the Chairman will not permit any exceptions whatsoever regarding this ruling. He added that any employee who purchased a foreign made vehicle prior to October of this year could have the shipping cost to the U. S. paid by the Government only if the vehicle is shipped prior to 31 December 1972. 8. Frank Slatinshek, Chief Counsel, House Armed Services Committee, and Ralph Preston, Staff Assistant, House Appropriations Committee, visited Headquarters for a briefing by DDS&T on a sensitive technical collection project. All indications were that they w r satisified with the briefing and are prepared to support the project. Prior 5X1A to the briefing they toured the exhibit on the Cuban missile crisis on which they were briefed by OSA, and NPIC. Following the o iefing t y lunch hosted by the Executive Director and attended by representatives of the DDS&T, IC, and OLC. 9. I I Martha Mewborn, in the office of Representative W. S. Stuckey, called to sa a n tituent had been in touch with someone in Air America named regarding a positionSaTsATOTHR a helicopter pilot, but Stuckey's office,in trying to follow up on this application, had found there is no one of that name in the Air America office. I said I could only suggest that she call the Air America personnel officer, and perhaps arrange for the constituent to submit a new application for employ- ment. It was agreed that I would meet with Slatinshek the first of the week to review the topics he deems desirable for inclusion in the Agency briefing. 11. I I Received a call from Jack Brady, House Foreign Affairs Committee staff, who asked if I could bring someone by on Monday morning to assist him in review of the staff notes on the origins. of Agency involvement in coordinated Federal activities relating to narcotics. After checking with NARCOG an a ointment was made for 10:30 Monday morning for Messrs. FE Division. 25X1A 12. Late in the day I talked to Ralph Preston, House Appropria ions Committee staff, about the travel itinerary for Representative Jamie Whitten's (D. , Miss.) trip to Latin and South America. Preston filled me in on the changes that had been made since our last conversation and said that he will be meeting, or at least talking to, Mr. Whitten probably each day next week. I I Had lunch with Bill Woodruff, Counsel, Senate Appropriations Committee, today. He told me that he and Senator McClellan plan to leave 18 or 19 November on a trip to Honolulu, Korea, and Japan. 25XIA Woodruff said he had been very much impressed by the briefing he received 5X1A I some years ago and thought Senator McClellan would like to have a similar b rie ing. I told him I would also look into the possibilitie II told Woodruff we had been interested in getting Senator McClellan out to Headquarters for a briefing and wondered if he would be in town long enough to come out to the Agency before their departure on this trip. Woodruff said he was not yet certain of the Senator's plans between now and then but expected to find out something in the next day or two and said he would let me know. I told him we were interested in getting some other members, such as Senators Stennis, Pastore and Thurmond, out for briefings during the adjournment and he said he doubted that many of them (with the exeption of Senator Stennis) would be in town before the first of the year. Woodruff said he was quite certain he would not be able to make the briefing tomorrow and I told him we would have him out with Ed Braswell, Senate Armed Services Committee staff, at. a later date, perhaps next week. I talked with Woodruff about the provisions in the conference report on the State, Judiciary, and Related Agencies Appropriations bill prohibiting the payment of transportation expenses from overseas positions to the U. S. and asked him about relief for those persons who had purchased foreign made automobiles prior to the issuance of the conference report. Woodruff said this had been a matter of concern to the House (Appropriations) Committee and we should take it up with Ralph Preston, House Appropriaticns Committee staff. He added that he thought we should follow the procedures of the State Department in this regard since their situation most closely resembled ours. Cliff Hackett, House Foreign Affairs Committee staff, called to suggest anew date of the afternoon of Tuesday, 14 November for our briefing of Representative Donald Fraser on the CPSU. He said he hoped other members might be present. 6. Met with Mr. Ralph Preston, Staff Assistant House Appropriations Committee, and reviewed with him Appropriations Committee instructions that have been written into the conference report on the State, Judiciary, and Related Agencies Appropriations concerning payment of transportation of foreign made vehicles and furniture. In brief, Mr. Preston told me that the Department of Defense had violated a written directive from Chairman Mahon and in defense of their action had claimed in part that civilian agencies were not subject to the same instructions. As a result the Chairman inserted the language in the State, Judiciary, and Related Agencies Appropriation bill with the unanimous consent of all conferees. In Mr. Preston's judgment the Chairman intends a final cut-off date of 31 December 1972 and does not feel that there should be any 25X1A exceptions. I I Mr. Robert Blum, Senate Foreign Relations Committee staff, visited Headquarters and made final selection of OSS documents relating to the Dixie mission. Although Mr. Blum inquired he did not press the question of a date by which he might expect declassification of the various documents. I told him that I did not have a final answer but that I would use the documents selected today-to raise the question once again. I told him that our process, as had been explained earlier, was one of fitting these documents into an already overcrowded workload of the personnel involved, that they had not been given special treatment. Mr. Blum indicated that he understood. Messrs. Friday, 10 November, for briefing here at Headquarters by Mr. Duckett on a sensitive matter. I will pick Slatinshek up at 10:00 a. m. at the Rayburn Building and bring him to Headquarters.
