1. (Unclassified - JMM) Mr. David Abshire and Mr. Harry
Symmes, Assistant Secretary and Deputy Assistant Secretary of State
for Congressional Relations, respectively, visited Headquarters for a
luncheon discussion hosted by the Executive Director and covering a
wide range of our mutual problems in dealing with the Hill.
2. (Unclassified - GLC) Dorothy Fosdick, on the staff of the
Senate Subcommittee on National Security and International Operations,
called and asked if our people knew the true name of John Connell, the
author of "The Office: A Study of British Foreign Policy and Its Makers,
1919-1951. " With Mr. Pforzheimer's assistance, I advised Miss Fosdick
Connell's true name was He died on 5 October 25X1
3. (Internal Use Only - LLM) Jack Norpel, Senate Internal
Security Subcommittee staff, called and asked if we could supply him with
several unclassified maps of Cuba, Santiago and Havana, for the use of
a member of the Venceremos Brigada who is supplying the Subcommittee
with information.
4. (Confidential - GLC) The material which FBIS translated for
Senator Jackson's use at the North Atlantic Assembly meeting was sent
by courier to Dorothy Fosdick, on the staff of the Senate Subcommittee
on National Security and International Operations.

1. (Unclassified - LLM) In order to clarify for
FBIS, the name of the NATO affiliated organization to be addressed by
Senator Henry Jackson (D., Wash. ), spoke with Miss Dorothy Fosdick,
Staff Director, National Security and International Operations Subcommittee,
Senate Government Operations Committee, who confirmed that it would be
the North Atlantic Assembly and complimented our people on the staff work
which led. to this question being raised.
2. (Unclassified - SMG) Mrs. Cardwell, in the Missoula, Montana
office of Representative Arnold Olsen (D., Mont. ), called to ask if we had
sent out application s for
F 1, which had been requested two weeks ago.
Mrs. Cardwell said that the airline strikes had caused de.la in their mail

3. (Confidential - GLC) Talked with Philip Morgan, Minority
Counsel, Senate Permanent Subcommittee on Investigations, and advised
him of a contact which we had with Senator Ribicoff in December 1960

him and as far as I could determine there was no interest in

4. (Confidential - GLC) Bill Woodruff, Counsel, Senate
Appropriations Committee, called and said he had talked with the
Director and made arrangements for them to see Senator Russell,
arriving in Winder, Georgia, at 2 p. m. on Friday. He added that
the Department of Defense had been badgering him about the
arrangements for this meeting but he has declined their assistance.
5. (Confidential - GLC) General James Lawrence, Deputy
Assistant to the Secretary of Defense (Legislative Affairs), called to
be sure the Director did not need assistance from the Defense Depart-
ment in arranging air transportation for his trip to see Senator Russell
in Winder, Georgia. I thanked General Lawrence for his offer of
assistance and indicated that Mr. Helms and Bill Woodruff, of the
Senate Appropriations Committee staff, had made all the necessary
arrangements including air transportation. In response to his question,
I told him that a military aircraft was not being used.
6. (Unclassified - GLC) Tried to reach C. B. Morrison, on
the staff of Senator Allen J. Ellender (D. , La. ), to make arrangements
for the Senator to visit the Agency on his return from his current trip
through Europe. I will try to reach Morrison again tomorrow.
7. (Confidential - GLC) Talked with Pat Holt, on the staff of
the Senate Foreign Relations Committee, and he agreed to meet with
ho is making a study of congressional initiative in
Latin American affairs.

1. (Secret - JMM) Talked to 'Bill Woodruff, Counsel, Senate
Appropriations Committee, who said he had not been in touch with
Senator Russell yet regarding the possible early meeting between the
Senator and the Director. I told Woodruff the Director would like to
get this firmed up as soon as possible one way or another, and would
prefer Thursday, 29 October, if possible. Woodruff said he would
try to contact the Senator this afternoon but was doubtful he could
succeed in talking to him before tomorrow.
2. (Confidential - JMM) Called Carl Marcy, Chief of Staff,
Senate Foreign Relations Committee, in response to Chairman Fulbright's
21 October letter to the Director requesting a copy of the paper on
Communist infiltration in the South Vietnamese government described
by Neil Sheehan in the New York Times. I told Marcy that the paper in
question was out of date, was not an agreed estimate, and was but one
input of a continuing NSC examination of this subject. I said in view of
all this we could not provide a copy. Marcy said he realized this probably
would be the case, but the Committee felt it should try to keep as well
informed as possible on this subject. He said it would be appreciated if
we could write a letter containing the above points and offering to discuss
the general subject personally with the Chairman if the Chairman so
desired. He said the Chairman might not take us up on this, but he thought
it important to ensure that the 'lines of communication'' between the Committee
and the Agency be kept open. I said we would see what we could do.
Marcy said he had the impression the article was fairly accurate
and would like to know for his own background whether this was so. I said
it was accurate in some respects but misleading in that it ignored a number
of caveats and gave a somewhat exaggerated impression of the problem.

3. (Secret - GLC) George Murphy, Joint Committee on
Atomic Energy staff, advised that he will be travelling extensively
in Europe and Asia with Representative Wayne Aspinall during the
month of November and asked if he could be of any assistance to us
in discussions which they might be having with atomic energy and other
officials in the countries being visited. I told Murphy I would advise
our people of his travel but suggested that he merely keep his eyes and
ears open and report anything he thought was of interest to us on his
return.
4. (Secret - GLC) Dropped by to see Bill Woodruff, Counsel,
Senate Appropriations Committee, who said he hoped to have some
word from Winder, Georgia this afternoon about the possibility of a
meeting between the Director and Senator Russell and said he would
call the Director as soon as he had some word.

the office of Senator J. W. Fulbright (D. , Ark. ).
6. (Internal Use Only - RJK) Left an Agency information
package with Nancy Velie, in the office of Senator Jacob Javits (R. ,

Baltimore office of Senator Joseph Tydings (D. , Md. ), called
and inquired about the Agency's policy on age limit for employ-

interest in a photo-engraver position with the Agency, was told
that we had an age limit of 40. After checking with
25X1 Office of Personnel, I advised Miss Lazerov that there was no
record of a contact by I land that we certainly did not
have an age limit of 40 for hiring. Miss Lazerov agreed with my
suggestion that we arrange for a responsible official to meet with
if he wished to pursue employment interests with us.

inquiry to the Department about Radio Free Europe and Radio Liberty.
Abshire said that, pursuant to our discussion last week, he had tried to
get in touch with Case by phone but the Senator was on the campaign trail
and has not been accessible. However Abshire has left word with the
Senator's secretary and expects the Senator to call him shortly. He will
advise us of the results.

6. (Internal Use Only - JGO) Met with John Martin, Chief Counsel,
House Committee on Ways and Means, who told me the staff does not have
a record of the person at Social Security who was in informal contact with
the Committee concerning S. 2984. He suggested that we might want to
follow up with Mr. Alvin David who is Assistant Commissioner, Program
Evaluation and Planning. Responsibility for the subject matter would lie with
Mr. David's division. See Journal item of 9 October 1970.

7. (Confidential - JGO) Met with Scott Cohen, Executive Assistant
to Senator Charles H. Percy (R. , Ill. ), who told me that the meeting
scheduled for last Thursday with Southern Illinois University representatives
and AID did not come off. The university representatives were not able
to meet on that short notice. The school and student representatives have
been advised that if they want to meet with the Senator it will have to be
after his return from his European trip, late November, or the meeting
can be arranged at any time with the head of the Vietnam Division, AID.
Mr. Cohen told me as an aside that the student representative (who was not
further identified) that he talked to this week does not accept the Senator's
assurance or AID's assurance 25X1
and has renewed his request that the Senator 25X1
"check into the matter." No further Agency action is required. See

8. (Confidential - JGO) Met with Mr. Robert F. Guthrie, Pro-
fessional Staff member, House Committee on Interstate and Foreign Commerce,
and discussed with him H. R. 19649, relating to study and investigation of
the allocation of frequencies for telecommunications. I also delivered to
Mr. Guthrie an interim reply to Chairman Staggers' request for an Agency
report on H. R. 19649. In brief, since a classified report would be of little
or no use to the Committee a meeting with Agenc representatives will
be held prior to final draft of the Agency report. 25X1

and asked if we could assist in the translation of some material for
Senator Jackson's use at the NATO Parliamentarians meeting. After
checking with FBIS, we advised we could assist and will pick up the
material on Monday.

2. (Confidential - GLC) Carl Marcy, Chief of Staff, Senate Foreign
Relations Committee, called and in a half joking way said he wanted us to
pass on to Jack Maury his request for a copy of the "Neil Sheehan report"
(the report mentioned in Neil Sheehan's New York Times column of 18 October).
He said if any of the members should ask him about it he was going to tell
them that he had asked the Agency for it. (Mr. Maury had previously
discussed this report with Richard Moose, of the Committee staff. See
Journal of 21 October 1970. )

and made arrangements for us to give some guidance to
regarding contacts which he will make on the Hill in connection with a
paper he is writing at American University. WH. Division has approved
of his writing the paper.
4. (Internal Use Only - JGO) Talked to Jack Coffey who told me he had
closed out the call from Mr. Hamilton at GAO on Friday, The simple answer that the
Agency has not found need to codify instructions concerning access by
Government Accounting Office officials to CIA records was sufficient.

5. (Secret - JMM) Called Ed Braswell, Chief of Staff, Senate
Armed Services Committee, to say the Director had returned from his
trip and was interested in getting in touch with Senator Stennis. Braswell
said the Senator would probably not be back in town until after the elections.
Braswell suggested we call Mr. Cresswelll, of the Senator's personal
staff, for detailed information on the Senator's plans.
Called Mr. Cresswell who said the Senator would be out on a tour
of military bases in the southern U. S. from Monday, 26 October, until
Thursday, 29 October. He suggested the Director call the Senator's
Mississippi office in De Kalb about getting together. Cresswell did not
expect the Senator back in Washington before mid-November. He said
if he was in touch with the Senator he would mention the Director's interest
in seeing him.

Counsel, House Armed Services Committee, who queried me on the Soviet
test of capability to intercept in low earth orbit. He had apparently been

Subcommittee on Immigration and Nationality, who told me that he will be
travelling to Chile right after the elections with Representative Joshua
Eilberg (D. , Pa. ). It was agreed that I will provide Mr. Cline with an
informal briefing on the situation in Chile a week or so before departure.
I also discussed with Mr. Cline a case involving private legislation
for residence credit during service with the Agency outside the U. S.
Although he agreed to think about it, he indicated that present Committee
rules would preclude approval of such a case and would require that the
individual meet with the Committee prior to any consideration of such a bill.

1. (Secret - JMM) David Abshire, Assistant Secretary of State
for Congressional Relations, called to say that they had talked over in
the Department how best to respond to Senator Clifford Case's query
about Radio Free Europe and Radio Liberty. They accordingly propose
that a bland "boilerplate" letter be drafted to Case and that as a follow-
up to the letter Ambassador Symmes (of Abshire's office) and Dick Davies,
of the European Division of State, meet personally with Case and answer
any further questions he might have, including anything affecting the Agency.
Abshire said that incidentally Frank Shakespeare, Director of USIA,
has received a query from Senator Case about RFE and RL asking, among
other things, about the feasibility of USIA taking over these activities._
Abshire said Shakespeare was very anxious to talk personally to Case to
explain the importance of RFE and RL, and wondered if we had any
objection.
After checking with Cord Meyer, ADDP, I called Abshire back
to say that we concurred in their proposal to send the letter and meet
personally with Case, but would like to see a draft of the letter in
advance. I said we would urge that they talk only to Case and not to
members of his staff. I also said we had no objection to Frank Shakespeare
talking to Case as suggested.
2. (Confidential - JMM) After talking to Bruce Clarke, D/OSR,
about the request of Richard Perle, on the staff of Senator Jackson's Subcom-
mittee on National Security and International Operations, I called Perle to
say that we really couldn't give him any very useful estimates of the cost
to the Soviets of pursuing various options of their missile programs. I
recalled that we had briefed Perle last May on these subjects, and said we
couldn't add much to what was covered at that time. Perle said he appreciated
the problem, but it was nevertheless of vital importance in connection with
U. S. decisions regarding SALT. I said we would keep this in mind.

Senate Immigration Subcommittee, and he advised me he will be leaving
soon on a trip which will take him to various Far Eastern cities as well
as to Rome on his way to the meeting of International Committee on European
Immigration in Geneva. He asked if I could give him the name of someone
in Saigon who might be a point of contact for him there. I gave him the
name of Deputy Chief of Station in Saigon, and an appro-
priate cable is being sent to the various stations on Mesmer's stops alerting

1. (Unclassified - GLC) Left with Miss Betty Roberts, on the
staff of Senator John G. Tower (R. , Texas), a suggested reply to a

Armed Services Committee, and left with him additional material on
the reemployment provisions of our retirement package. Although he
has some reservations about this section, Braswell,is not totally opposed
to it. I told him that we would, of course, rely on his judgment as to
whether this section should be deleted from the bill if he thought it would
be particularly troublesome. I said we certainly did not want to jeopardize
the remainder of the bill because of this section. Braswell indicated he
would give the matter some thought and indicated that if necessary they
would delete the section from the bill in Committee.
I left with Braswell a copy of our "Guide to CIA Statutes and Law.

Chicago Tribune story on a CIA report of 43 camps in Cuba training some
10 thousand terrorists from all continents was inaccurate, and that the
reduced level of such activity in Cuba following the Che Guevera failure
has continued.

9. (Secret - JMM) In response to a request from Senator Henry
Jackson (D. , Wash. ), Richard Perle, of the staff of Senator Jackson's
Subcommittee on National Security and International Operations, visited
Headquarters and was briefed by Carl Duckett on verification problems
relating to SALT. Perle left with us some follow up questions concerning
the cost of certain possible Soviet Force changes which have been
referred to OSR.
During his visit, Perle asked me some questions about the
Neil Sheehan story on subversives in the GVN. I said it concerned a
working paper which was circulated within the community--not a coordinated
estimate and that Sheehan's sources were obviously familiar with the paper
but his press account contained some errors and distortions which tended to
exaggerate the seriousness of the problem. 25X1
Mr. Moose asked, half facetiously, if the Chairman could see
a copy of the document referred to in Neil Sheehan's article about subversion
in the GVN. I said this was a working paper, not a community estimate,
and while Sheehan's version of it was generally accurate his article had
exaggerated the scope of the Communist penetrations in important respects.

materials held by the Committee. I questioned Mr. Preston about the interest
shown by Representative Bow concerning Uruguay and Representative
Andrews in the deteriorating civil situationi during the briefing 25X6
by General Cushman. Mr. Preston advised that we should note these
interests but that both representatives are in their home districts and
there would be little point in attempting any follow-up.
Mr. Preston asked about the current Agency air travel policy inside
and outside the country and told me that the Committee has been advised
by the Department of Defense not to carry classified documents during air
travel. I outlined the present Agency policy and told him I would check on
the current application of the policy. The Chairman is concerned about
air travel of members and planned subcommittee trips.
I briefed Mr, Preston on the status in the Egyptian standstill zone,
possible imminence of a Soviet circumlunar probe, SS-11 testing, and
possible Soviet use of Singapore facilities.

Subcommittee on National Security and International Operations, called
to say Senator Jackson was anxious for him to be briefed on verification
techniques and the judgments involved in connection with SALT. Perle
made reference to the fact that we had not wanted to participate in a
joint briefing of Senator Jackson's Subcommittee on SALT and added he
was doing a paper for the Senator on the subject. Arrangements have
been made for Perle to come to the Agency on Wednesday morning at
10:00 a. m. to discuss this subject with Mr. Duckett.
5. (Confidential - GLC) Hand-carried to Ed Braswell, Chief of
Staff, Senate Armed Services Committee, a map of South Vietnam, Cambodia,
and portions of Laos prepared at Senator Stennis' request at the last briefing
we gave him on Cambodia. Braswell commented on the "publicity" we had
gotten in Neil Sheehan's article in today's New York Times, but said he saw
nothing particularly sensitive in the circumstances of the article. I briefed
Braswell on certain parts of the article which were not entirely accurate.
I briefed Braswell on several current intelligence items including:
a. Problems with the Soviet Flogger;
b. Increase in Soviet photo reconnaissance;
c. Status of SAM sites in the standstill zone;
d. Soviet and ChiCom nuclear tests; and
e. Soviet preparations for a new circumlunar probe.
6. (Internal Use Only - LLM) Jay Sourwine, Chief Counsel, Senate
Internal Security Subcommittee, called and said a Senator had inquired as
to the accuracy of certain radio reports that there had been an attempt to
assassinate Fidel Castro. After checking with DDI, I passed
word to Sourwine that the reports were inaccurate. 25X1
Sourwine called and asked if there was anything to a 6 October item
in the Chicago Tribune reporting that CIA had determined that some 43 (camps
with some ten thousand occupants had been set up in Cuba for terrorist
training of nationals from all continents. Sourwine said that it would be hard
to believe the figures involved, but that he would be interested in anything we
might have along this line which can be shared with the Subcommittee. I told
Sourwine I would check and be back in touch.

remembered that only a relatively small percentage of those involved
could be considered hard core. I also gave Mr. Slatinshek a proposed
draft reply for a constituent inquiry fromi

most appreciative.

about the policy and political implications as to how this inquiry should
be handled and asked him if he would forward to us a copy of Case's
letter for our study. I said that while the answers to the questions in
Case's letter were easy the question of how this would be handled would

Senator Young commented that Senator Russell seems to be feeling quite
well these days and he speculated on the possibility that if his health
continues to be good that he might manage the Defense Appropriations
bill in the Senate next month.

5. (Unclassified - GLC) Victor Zafra, Office of Management
and Budget, called and asked if we would provide him with average age
figures for our retirees. I told him we would be glad to supply this.
6. (Unclassified - GLC) Miss Dale Smith, Librarian for the law
firm of Wilmer, Cutler and Pickering, called and asked for a reference
to the Senate committee hearings on the subject of homosexuality in CIA.
(It developed that Miss Smith is the same individual who had called Bill
Woodruff, Counsel, Senate Appropriations Committee, about this last
Friday.) I told Miss Smith that there had been no such hearings and that
we would appreciate any information they could give us on the sources of
their information. I then explained to her the fact of the Director's
testimony before Senator Ervin's Constitutional Rights Subcommittee on
the so-called Bill of Rights for Government Employees (S. 782) and told
her I thought her information was the result of a gross distortion concerning
that testimony.
8. (Secret - GLC) Accompanied General Cushman to a briefing
of the CIA Subcommittee of House Appropriations Committee. He was

Committee staff, after the Subcommittee briefing by General Cushman.
Mr. Preston said he thought the briefing had gone exceedingly well. There
are no followup items.
10. (Internal Use Only - JGO) I delivered General Cushman's letter
to the Vice President and the Speaker of the House concerning the submission
of proposed legislation amending the Central Intelligence Agency retirement
system to the office of the Parliamentarian of the Senate and of the House
of Representatives. Together with I also met with Ed Braswell,
Chief of Staff, Senate Armed Services ommi ee, and discussed the
proposed legislation with him. See Memorandum for the Record.

1. (Confidential - JMM) Called Wilfred Rommel, Assistant
Director for Legislative Reference, Office of Management and Budget,
to ask him to try to expedite our legislative package as explained in my
letter of 30 September before the recess of Congress. He seemed hazy
on the facts and I refreshed his recollection, adding that his assistant,
Victor Zafra, had all the details. Rommel said he would see what he
could do and call me back.
2. (Confidential - JMM) Roger Morris, in the office of. Senator
Walter Mondale, called to say the Senator was very anxious to have an
early briefing /I said we would like to be helpful but it
had been decided this subject would be handled by the Defense Department
and suggested he call Dick Capen, Assistant Secretary of Defense for
Congressional Relations. Morris said the Senator would also like a
briefing on the "strategic balance. " I said we were responsible only for
hostile forces, and a meaningful briefing on the "strategic balance" would
have to cover both friendly and hostile forces which could properly be
handled only by the Pentagon.
3. (Confidential - JMM) Bill Hancock, General Counsel, ACDA,
called about Senator Jackson's request for an Agency representative to
appear tomorrow along with the SALT delegation to discuss verification.
I told Hancock that we had already explained to Richard Perle, on Jackson's
staff, why this was not feasible, adding that we would be glad to brief
Jackson personally. Hancock seemed to understand the situation.
4. (Secret - JMM) Ralph Preston, Staff Assistant, House Appropriations
Committee, called to say that Chairman Mahon wanted to change the time
of tomorrow's briefing of the CIA Subcommittee to 10:00 a. m. Preston
said he thought we might get questions about our budget and should have
someone there to cover it if need be.

called to report his discussion with Representative Richard Poff concerning
the forthcoming report of the National Commission for Reform of Title 18.
I Ispecifically took up section 798 and the omission of the wiretap
provisions. Mr. Poff agreed 100% with the NSA position and immediately 25X1
telephoned the Staff Director requesting that he be in touch withi
for a discussion and modification of the report. advised 25X1
Mr. Poff that other agencies were also concerned, specifically mentioning
CIA. Mr. Poff suggested that he have a CIA representative accompany

that OMB approved the immediate submission to Congress of Title II of
our proposed "legislative package" on retirement. He said the problems
of "equitable share of normal cost" and of "unfunded liability" which
were interrelated posed certain difficulties and that in the letter he is
sending us confirming the approval of Title II he would state that we plan
to work together to resolve these difficulties on the Title I items in time
for submission to the next Congress.

FBI, the Secret Service, and the Metropolitan Police. I am to provide
Miss Kachilo with an Agency pamphlet which she can send on to the

L. Mendel Rivers (D. , S. C.) he asked me whether I had followup informa-

Armed Services Committee, and related my conversation with the Chairman.
I also briefed Mr. Slatinshek on a Soviet radar installation and the Flogger
aircraft. After briefing him on the foregoing items, Mr. Slatinshek asked
me if there is not more information on current Soviet activities that the
Chairman should know about. I told him that there is no more that I have
knowledge of, but that I would check and be back in touch with him.

1. (Confidential - JMM) Called Roland Paul, Senate Foreign
Relations Committee staff, regarding our earlier conversations about
the number of Greek political prisoners under the present regime as
compared with those during the Papandreou, period. I explained that,
after checking with the experts, I found it could be argued, as a State
Department witness had testified, that there were more political
prisoners under Papandreou than now, on the basis that when the
Papandreous first came into power there were nearly 1, 000 -- all but a
handful were released during the Papandreou government whereas
today there are approximately 500 political prisoners still incarcerated.
Paul agreed with me that the way the figures had been presented by
the Department witness gave a misleading impression but said that he
had explained the true facts to Chairman Fulbright.
2. (Confidential - JMM) Called Richard Perle, staff of the Senate
Subcommittee on National Security and International Operations, and
explained that we could not provide a witness to join with the SALT
delegation in testifying next week but would be glad to brief Senator
Henry Jackson privately.
3. (Secret - JMM) Ralph Preston, Staff Assistant, House
Appropriations Committee, called to say Chairman Mahon would like
to schedule a meeting of the CIA Subcommittee for 1:30 p.m. on Tuesday,

4. (Confidential - GLC) Bill Woodruff, Counsel, Senate Appro-
priations Committee, called about an inquiry he had received from a
congressional office about a recent New York Timer,' article concerning
Senate committee hearings on the subject of homosexuality in the Central
Intelligence Agency. Woodruff asked if I knew anything about the article
(which he was unable to identify further). I told Woodruff I knew nothing
about such an article and certainly there were no such hearings. I
speculated this was a gross misstatement regarding our appearance
before Senator Ervin's Constitutional Rights Subcommittee on the so-called
Government Bill of Rights in which there was some discussion of the use
of polygraphs to identify applicants who might have homosexual tendencies.
Woodruff agreed that this was probably the case and said it was not
necessary to pursue the matter further as far as he was concerned.
5. (Confidential - GLC) Representative John O. Marsh (D., Va.)
came to the Agency and spoke to the Mid-Career Course on the subject
of the organization of the Congress.
6. (Confidential - JGO) Met with Mr. John M. Martin, Jr.,
Chief Counsel, House Committee on Ways and Means, and reviewed with
him S. 2984, a bill to provide civil service retirement credit for periods
of contract employment. Mr. Martin told me that he had had a member of
the staff review the bill as amended by the Senate and learned that there
is opposition to the bill in the Social Security Administration and suggested
that we might want to work within our own channels and through Civil Service
to see if the objection could be resolved. In keeping with our interest he
will continue assignment of the bill.
7. (Confidential - JGO) Met with Representative George P. Miller
(D. , Calif. ), Chairman, House Committee on Science and Astronautics,
and reviewed with him the request made by Representative James Fulton
(R. , Pa.) concerning a list of the place names mentioned in the briefing
of 24 September. Chairman Miller thanked me for keeping him up to

2. (Confidential - JMM) Talked to Al Vigderman, Greek Desk
of State Department, explaining the query I got yesterday from Roland
Paul, Senate Foreign Relations Committee staff, regarding Greek
political prisoners. Vigderman said that Deputy Assistant Secretary
Davies had indeed told the Committee that there were more political
prisoners under both the Karamanlis and Papandreou regimes than
under the present Junta. Vigderman said they had gotten this information
from the Agency.
3. (Secret - JMM) Met with Ed Braswell, Chief of Staff, Senate
Armed Services Committee, whom I briefed on several current sensitive
intelligence items.
4. (Secret - GLC) Accompanied Carl Duckett and Dave Brandwein
to a briefing of Senator Margaret Chase Smith (R. , Maine) and three
members of the staff of the Senate Committee on Aeronautical and Space
Sciences on the Soviet space programs. See Memorandum for the Record.
5. (Confidential - GLC) Talked with Richard Perle, on the staff
of the Senate Subcommittee on National Security and International Operations,
and asked if he would be willing to participate in a panel discussion for our

the office of Representative Gerald R. Ford (R. , Mich. ), concerning
opportunities for contract employment in the Washington area for an
Army lieutenant now serving in Vietnam. Mrs. Dukov indicated that the
lieutenant is only interested in such employment for one to two years.
I advised that due to the general cutback in Federal employment I did not
believe that we would have anything to offer the young man, but that we
would be pleased to interview him or accept an application after his
release from the service. No further action is indicated.

Assistant to Senator John G. Tower (R., Texas), about the possibility of
his participating in a panel discussion in the Advanced Intelligence Seminar
on 16 October. Agnich was interested in this but said he would be out of
town campaigning on that date and asked that we try him again another time.
2. (Secret - JMM) Called Ralph Preston, Staff Assistant, House
Appropriations Committee, and explained that we understood a letter
from the Office of Management and Budget was en route to the Committee
recommending an increase in Agency Reserves. Preston said it would
probably be too late as far as the House was concerned but said the
Senate could do what they wanted.

from President Park of Korea thanking the U. S. Government for fina-rtcial

as well. I indicated that this would involve establishing parameters of the

House Armed Services Committee, called to say Chairman Rivers was
anxious for a briefing on a sensitive current matter. After checking
with the Director, I met with Chairman Rivers and Slatinshek and

1. (Unclassified - GLC) Talked with J. Sourwine, Chief Counsel,
Senate Internal Security Subcommittee, and told him we had been unable
to locate anything on

Bill Woodruff, Counsel, Senate Appropriations Committee, excerpts
from the New York Times and Washington Post of 21 August 1970
containing statements by the Vice President on alternative means of
financial relief if the Fulbright amendment should become law.
3. (Unclassified - GLC) Left with Proctor Jones, Special Assistant
to Senator Richard Russell (D. , Ga. ), a suggested reply to a constituent
inquiry from having to do with the alleged impounding of
diesel engines in a Mexican port.
4. (Unclassified - GLC) Talked with Alton Frye, Administrative
Assistant to Senator Edward W. Brooke (R., Mass. ), and invited him to
participate in the Advanced Intelligence Seminar panel discussion on Friday,
16 October. We also discussed other persons who might also be in the
panel discussion and he suggested Dick Agnich, on Senator Tower's staff,
and Dick Kaufman, Joint Economic Committee staff. For future reference
he also spoke highly of Howard Shuman, Administrative Assistant to Senator
Proxmire, and Tom Dine, on Senator Church's staff. We will be following
up on some of these.
5. (Secret - GLC) Accompanied Carl Duckett and Dave Brandwein
to a briefing of Dorothy Fosdick and Richard Perle, on the staff of the
Senate Subcommittee on National Security and International Operations.
The briefing covered Soviet missile developments, with particular emphasis
on testing programs. Mr. Duckett also briefed at some length on the
modifications being made to existing classes of Soviet submarines.

6. (Secret - JMM) Explained in confidence to Frank Slatinshek,
Acting Chief Counsel, House Armed Services Committee, the holddown
on briefings regardingi I said that in fact, so far as I knew,
there was very little information to add to what had already appeared in
the press. Slatinshek said if I thought that was all there was to it, I was
mistaken, and indicated that he had turned up a good deal of information
from other sources.
7. (Secret - JMM) Dorothy Fosdick, Staff Director, Senate
Subcommittee on National Security and International Operations, said
that Senator Henry Jackson was most anxious for an early briefing on
the I __[natter. I said I would have to check with the Director.
She indicated she was aware of the holddown.
8. (Confidential - LLM) Jay Sourwine, Senate Internal Security
Subcommittee staff, called and said that the galleyproofs of the testimony
of I lare now available and he would appreciate our
review for such changes and deletions as we feel are appropriate. I told
Sourwine that someone would be by to pick them up.
10. (Internal Use Only - JGO) Talked to Fran Christy, House
Immigration and Naturalization Committee staff, who told me that the
request for report on the bill for Gheorghe and Aurelia Jucu has been
received through the Chairman's office. Appropriate requests for information

11. (Secret - JGO) Delivered to Colonel Hal Gould, House Science
and Astronautics Committee staff the list of
requested by Representative Fulton (R. , Pa.)
in the briefing by Mr. Duckett on Z4 September 1970. Hal reviewed the
material noting that it was completely responsive to Representative Fulton's
request. He told me, however, that handling of classified material for Mr.
Fulton would require Mr. Fulton's personal approval. After talking to Mr.
Fulton by telephone Hal asked that I take the material to Representative
Fulton in his office.
In brief, Representative Fulton advised that the names and locations,
with the exception of a single item, were known to him from his extensive
reading of unclassified sources. He also said that he has no desire to have
classified military information in his office. Representative Fulton gave me
a copy of his hand-written list made during my conversation with him of
places known to him "from outside sources and reading scientific journals.
Mr. Brandwein has been advised.
12. (Internal Use Only - JGO) Received a call from Mr. Roland
Paul, Senate Foreign Relations Committee staff who requested information
if available on the number of political prisioners in Greece during George
Papandreos' Administration. I told Mr. Paul I would relay the question and
be back in touch with him.

1. (Secret - JMM) Called Ed Braswell, Chief of Staff, Senate
Armed Services Committee, to suggest that since I had an early morning
meeting with the Director, and we didn't want to delay the meetin with
Braswell regarding the Fulbright amendment, Mr. Warner and
would immediately go to the Hill to discuss this matter with him. Braswell
agreed. He said he wasn't sure when Senator Stennis would be free to take
the subject up with the Director.
2. (Secret - JMM) Accompanied the Director to a meeting with
Chairman John Stennis and Assistant Secretary of Defense Packard
where the implications of the Fulbright amendment on Agency and Defense
programs in Southeast Asia were discussed. See Memo for the Record.
3. (Secret - JMM) Met briefly with Ed Braswell and filled him
in on the highlights of the above meeting. Since this meeting was interrupted
I later called Braswell to say we would be in touch with him the first of
next week to go over the subject in more detail.
4. Received a call from Miss Louise 25X1
Sherzer, Bureau of Immigration and Naturalization, Department of Justice,
who called reauesting a present residence address forl 25X1

6. (Internal Use Only - GLC) Miss Rhoda Kachilo, in the office
of Representative John H. Dent (D. , Pa. ), called and asked if the Agency
would be willing to provide a speaker to talk about the Agency with members
of a criminology club of the University of Indiana when they visit Washington
next month. She said there are between 40 and 60 members in this group
and they will be addressed by representatives of the Secret Service, the
FBI, and the Metropolitan Police Department. She said the Secret Service
spoke to this group last year and welcomed an opportunity to meet with
them again. I told Miss Kachilo that we did not normally do this, but that
I would look into the situation and be back in touch with her.
7. (Confidential - GLC) Dorothy Fosdick, on the staff of the Senate
Subcommittee on National Security and International Operations, called to
say that Senator Jackson would like an Agency briefing given to Richard
Perle and herself on Soviet missile developments in connection with their
new tests. Miss Fosdick asked if this could be given Monday afternoon.
She also said that Senator Jackson was interested in attending this briefing
if he could possibly do so. I told her I would check on this and give her a
call Monday morning.

1. (Secret - JMM) After checking with the Director, called
Dorothy Fosdick, Staff Director, Senate Government Operations Subcom-
mittee on National Security and International Operations, in response to
her request, in Senator Jackson's behalf, that she and Richard Perle, of
the Subcommittee staff, be briefed on Cuba. I said I understood they
were particularly interested in the reports regarding She 25X1
said this was true. I said this posed some problems and I was afraid
we would have to beg off. I explained that in order to avoid different
agencies all talking at once on this rather sensitive matter, it had been
decided that DOD would carry the ball. I said she could be sure that
DOD would have any information available to us, which probably wouldn't
be very much beyond what appeared in the press. In any event, I
suggested she call Dick Capen of DOD, and let us know if she ran into
any problems.
2. (Secret - JMM) Had a lengthy conversation by phone with
Ed Braswell, Chief of Staff, Senate Armed Services Committee, regarding
problems created by the Fulbright amendment. See Memo for Record.
We agreed we would meet tomorrow and review the matter in more detail
preparatory to the Director's meeting with Chairman Stennis.
3. (Secret - GLC) Talked with Bill Woodruff, Counsel, Senate
Appropriations Committee, about the content of the letter which he wants
from OMB on our budget. He said he had no particular advice other than
it should be written as a supplement to OMB's February 1970 letter
indicating that the budget estimate for the Agency has been increased by
a specific amount over the earlier request. He also said that the letter
should indicate the source of the funds transferred. Colonel White and
Mr. John Clarke have been advised.

5. (Confidential - GLC) Called Victor Zafra, OMB, to advise him
of our response to OMB on the private bill for the benefit of two Pueblo
crew members (H. R. 3946) and to also let him know that Mr. Maury and
the Director had written letters to OMB on our retirement legislation. I
discussed with Zafra some of the fringe issues which were involved in
the private bill. He said he had expected us to discuss these areas in our
response and formally requested that we provide a followup letter which
at least discusses the question of hostile fire pay and other benefits which
the Agency accords its employees or feels are applicable in such situations.
Zafra mentioned that he has also had to go back to State and AID asking
them to expand their responses along similar lines.
When I gave Zafra the substance of our letter on the retirement
legislation, he brought up the question of a possible increase in Agency
and employee contributions in order to maintain our retirement fund. I
told Zafra that I was not fully conversant with the fiscal details involved,
but asked if this issue had been raised in connection with similar legislation
accorded the State Department last year. I also said it had been my under-
standing that the funding issue was not a direct result of our substantive
provisions and again suggested that OMB clear those provisions and resolve
our funding question when that issue was resolved for the other retirement
systems. Zafra said the clearance of the Foreign Service provisions had
been an error as far as he was concerned and was one in which he was
''embarrassed institutionally.'' He said he would track down our letters
and review them.

Committee on Foreign Affairs Staff, who told me that Mr. Czarnecki and
Representative Fascell (D. , Fla.), Chairman on the Subcommittee 25X1
Interamerican Affairs, were both very understanding about the Agency
turn-down yesterday of Mr. Fascell's request for a briefing on

Hashagen told me also that there were many questions that went unanswered
